The Defense Finance and Accounting Service is seeking a Commercial Recruiting Firm to provide executive search services to identify and screen candidates for the Chief Technology Officer, ES-334, Information and Technology Directorate position. The vacancy announcement, which lists the qualification requirements of the position, is available at the following websites: www.dfas.mil/aso/contract/ www.usajobs.opm.gov/a.htm This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The commercial recruiting firm shall provide recruiting services in accordance with 5 C.F.R. 300.401 to 300.408, "Use of Commercial Recruiting Forms and Nonprofit Employment Services". The solicitation number is MDA220-00-Q-0028. This combined document serves as the synopsis/solicitation and is issued as a Request for Quotations. The solicitation document and incorporated provision and clauses are those in effect through Federal Acquisition Circular 97-17. The Standard Industrial Classification (SIC) code is 7361 with a size standard of $5.0 million. The Requirement is described as NONPERSONAL SERVICES TO PROVIDE LABOR, MATERIALS, EQUIPMENT, SUPERVISION AND OTHER ITEMS AND SERVICES NECESSARY TO OBTAIN CONTRACTOR SUPPORT FOR RECRUITING AND REFERRING TALENTED INDIVIDUALS TO FILL OUR CHIEF TECHNOLOGY OFFICER POSITION in accordance with 5 C.F.R. 300.401 to 300.408, "Use of Commercial Recruiting Firms and Nonprofit Employment Services". The services sought are intended to serve as an additional source of applicants to supplement the Government's own recruitment efforts. The individuals must be poised for a challenging executive level public sector position. The contractor shall find, screen and refer applicants that meet the basic qualification requirements provided by DFAS. The contractor shall refer to DFAS all candidates who meet the qualification requirements provided by DFAS. The contractor shall: Refer to DFAS only those applicants from whom the firm or service has not accepted fees other than those permitted under the Code of Federal Regulations, Title 5, Section 300.404(b). The recruiting firm shall not imply that it is the sole or primary avenue for employment with the Federal Government or DFAS. Applicants may apply directly to the Government and thus need not apply through the commercial recruiting firm and the government will give the same consideration to candidates who have applied directly as those candidates who used the commercial recruiting firm. The recruiting firm must comply with all applicable merit principles and equal opportunity laws. DFAS places of employment are as follows: Arlington and Norfolk -- VA; Cleveland, Columbus, Dayton -- OH; Charleston -- SC; Oakland, San Diego, San Bernardino, Seaside -- CA; Pensacola, Orlando -- FL; Denver, CO; Lexington, KY; Limestone, ME; Omaha, NE; San Antonio, TX; Indianapolis, IN; Lawton, OK; Rock Island, IL; Rome, NY; St. Louis, Kansas City, MO; Patuxent River, MD. The Chief Technology Officer position may be located at any of the locations listed above. The contractor shall provide to DFAS all candidates meeting the basic qualification requirements along with a resume and all documents requested in the vacancy announcement. The contractor must be able to begin recruiting no later than June 19, 2000. The contractor is responsible for providing personnel with expertise and appropriate qualifications to recruit and screen for talent in the Information Technology Executives field. The contractor must specifically identify in its proposal the type, amount and time frames required for any government resources. If the successful candidate identified by the recruiting firm for the position filled under this contract leaves within one year, the recruiting firm is obligated to conduct another search for a replacement free of charge. The government will provide the following information: Vacancy Announcement and Qualification Standards at the following website: www.dfas.mil/aso/contract. The effort required for this requirement shall be performed at the contractor's facility. The tasks required on this requirement shall commence on June 19, 2000 and are expected to be completed no later than August 8, 2000. Travel is not expected for this effort. If travel is required, actual expenses for travel are limited by the Joint Travel Regulations (JTR) and must be coordinated and pre-approved by the DFAS-HQ/H (Human Resources) points of contact and formally modified in the contract. No security clearance is required for this activity. Work on this project may require that personnel have access to privacy information. Personnel shall adhere to the Privacy Act, Title 5 of the U.S.C., Section 552a and applicable agency rules and regulations in their performance under this requirement. DFAS will award a firm fixed price contract, based on best value, to the offeror whose proposal conforms to the solicitation and is the most advantageous to the Government, price and other factors considered. The government intends to evaluate offers and award without discussions. However, the government reserves the right to conduct discussions later if determined necessary by the Contracting Officer. The proposals will be evaluated on best value according to the following criteria: 1. Demonstrated ability to find and refer highly talented information technology executives. 2. Demonstrated ability to complete search within established timeframes. 3. Recruiters demonstrated knowledge and or understanding of the DFAS mission, strategic vision, organization, and staffing and performance goals. 4. Price. 5. Past Performance Proposal Instructions: The offeror is to submit 5 copies of a written proposal addressing the above evaluation factors. With respect to the first factor, the offeror shall include the anticipated number of candidates to be referred. Price information should be submitted separately (2 copies). Pricing Instructions: This requirement isbeing conducted as a commercial item acquisition, which requires that prices be based on catalog or market prices. An offeror may discount (offeror a lower price than) its catalog or market prices, but the prices offered must be fixed prices (i.e. the price may not change based on the offeror's expenses or cost experience). Offers are due on June 7, 2000 by 2 p.m. Eastern Standard Time.
