Standards and Technology (NIST) intends to negotiate on a sole source
basis with Jeptech, Incorporated, Monrovia, Maryland, for technical
assistance services regarding the new Facility for Automated
Spectroradiometric Calibrations (FASCAL II), the Earth Observing System
(EOS) project, and the Ambient Infrared Radiometric (AIR) facility. The
tasks shall include designing the mechanical components for FASCAL II,
supplying AutoCAD engineering drawings for FASCAL II, and assembling
the mechanical components according to the drawings. The Contractor is
responsible for making the instrument functional and submitting
monthly progress reports. Tasks shall also include upgrading/modifying
the NIST primary photoelectric pyrometer (FEP) and adapting an
existing design for ion-assisted beam deposition filters and silicon
detector. The Contractor shall complete the design, design a mechanical
interface structure and assist NIST on implementing the measurement
protocol using Visual Basic and characterize the new system on SIRCUS.
Deliverables shall include drawings, reports, electronic files plus
archival papers where appropriate and monthly progress reports. The
place of performance is NIST, Gaithersburg, Maryland. The period of
performance is one year. This is a sole source requirement with
Jeptech, Incorporated because their key personnel, Mr. James Proctor,
has extensive experience in the design and development of electronic,
optical, and mechanical systems. In addition, he has considerable
expertise in testing, design validation and design improvement in many
areas such as radiometry and spectrophotometry. Specifically, his
prior experience with NIST instrumentation combined with his repertoire
of extensive electronic, mechanical and computer skills makes him
unique as the best person to complete the job in the time available.
The proposed requirement is for services for which the Government
intends to solicit and negotiate with only one source under authority
of FAR 6.302-1. Interested persons may identify their interest and
capability to respond to the requirement. This notice of intent is not
a request for competitive proposals. However, the Government will
consider the information received within 10 days of this publication.
A determination by the Government not to compete the proposed
requirement based upon responses to this notice is solely within the
discretion of the government. Information received will normally be
considered solely for the purpose of determining whether to conduct a
competitive procurement. A solicitation package is not available. See
