USAID Mongolia, THROUGH THE OFFICE OF REGIONAL PROCUREMENT OF USAID/PHILIPPINES, INVITES QUALIFIED APPLICANTS: USPVOS BUSINESSES, NOT-FOR-PROFIT ORGANIZATIONS AND ACADEMIC INSTITUTIONS, TO SUBMIT APPLICATIONS FOR A COOPERATIVE AGREEMENT TO IMPLEMENT THE PROJECT ENTITLED "MONGOLIA JUDICIAL REFORM PROGRAM" (JRP). THE RFA WILL BE AVAILABLE ON OR ABOUT JUNE 9, 2000. THE PROJECT WILL ASSIST THE GOVERNMENT OF MONGOLIA (GOM) IN IMPLEMENTING THE RECENTLY APPROVED "STRATEGIC PLAN OF THE JUSTICE SYSTEM OF MONGOLIA." THE STRATEGIC PLAN IS AN EFFORT WITH BROAD SUPPORT ACROSS THE POLITICAL SPECTRUM TO REFORM AND FURTHER DEVELOP THE MONGOLIA JUDICIARY. IT IS EXPECTED THAT THE STRATEGIC PLAN WILL REQUIRE AT LEAST A DECADE TO FULLY IMPLEMENT. JRP HAS A MUCH SHORTER FRAME OF APPROXIMATELY FIVE YEARS. THE COOPERATIVE AGREEMENT IS ANTICIPATED TO HAVE A START DATE OF OCTOBER 1, 2000. DURING THIS PERIOD, USAID WILL PROVIDE ASSISTANCE TO THE GOM TO: (A) ENGAGE IN SUBSTANTIVE REFORM OF THE MAJOR INSTITUTIONS OF JUSTICE; (B) UPDATE AND STREAMLINE LAWS, POLICIES AND OPERATIONAL PROCEDURES, AND: (C) ENHANCE PROFESSIONAL INSTITUTIONS' CAPABILITIES LEADING TO TANGIBLE IMPROVEMENTS IN THE JUDICIAL SECTOR. THE OBJECTIVE OF THE JRP IS TO LAY A FOUNDATION FOR THE DEVELOPMENT OF EFFECTIVE JUDICIAL INSTITUTIONS CAPABLE OF ADHERENCE TO THE RULE OF LAW. THIS OBJECTIVE WILL BE ACHIEVED THROUGH FOUR INTERMEDIATE RESULTS: (1) ESTABLISH EFFECTIVE AND RESPONSIVE JUDICIAL SECTOR INSTITUTION; (2) ESTABLISH ACCOUNTABLE JUDICIAL SECTOR INSTITUTIONS; (3) PROMOTE GREATER ACCESS TO THE JUSTICE SYSTEM; AND (4) FOSTER INDEPENDENCE OF THE JUDICIARY. IN ADDITION, THE AWARDEE WILL BE EXPECTED TO ESTABLISH AND MANAGE A "SECRETARIAT" TO PROMOTE DONOR COLLABORATION IN THE JUDICIAL SECTOR AND FASTER IMPLEMENTATION OF THE ENTIRE STRATEGIC PLAN. ALL RESPONSIBLE QUALIFIED APPLICANTS MAY SUBMIT AN APPLICATION THAT SHALL BE CONSIDERED BY USAID/MONGOLIA. THE TOP 3 FIRMS WITH THE HIGHEST SCORES WILL BE SELECTED AND WILL BE ALLOWED TO INCUR COSTS FOR A SITE VISIT TO MONGOLIA TO ENABLE THEM TO FINALIZE THEIR FINAL PROPOSAL. DEPENDING ON THE OUTCOME FOR THE COMPETITIVE PROCESS, MORE THAN ONE COOPERATIVE AGREEMENT MAY BE AWARDED IF IT IS DETERMINED TO BE IN USAID'S INTEREST TO DO SO.
