March 2000 and F44650-00-Q-0003 posted on12 April 2000 for the direct
conversion of the Air Operations Squadron, Aircraft Delivery Flight,
Delivery Control Center located at Langley Air Force Base, Virginia.
This synopsis is to announce that this acquisition will be a 100%
set-aside for small business concerns eligible/enrolled in the Small
Business Administration_s 8A program on a competitive basis. The
Standard Industrial Code (SIC) for this acquisition is 8744 and the
small business size standard is $5,000,000. This acquisition shall
solicit a nonpersonal services contract to provide all management,
supervision, labor, training, tools, equipment, transportation and
materials necessary to operate the Aircraft Delivery Flight_s (AOD)
Delivery Control Center (AODC) in support of the Air Operations
Squadron (AOS) as defined in the most recent DRAFT Statement of Work
posted with this synopsis. The place of performance for all nonpersonal
services shall be at Langley Air Force Base in Virginia. The basic
contract period is estimated to commence on or before 1 October 2000
and expire 30 September 2001 with one year option periods for an
additional 4 years. The Government anticipates award on or before 1
October 2000 with a 6 month phase_in period with the Contractor
assuming full responsibility not later than 1 April 2001. This action
will be issued as a Request for Proposal with a final Statement of Work
(SOW) via the Internet. A Presolicitation and site visit proposal
Conference will be held Langley Air Force Base Virginia, the date, time
and place to be announced via the Internet. The Government plans to use
the Internet and email as the primary means of disseminating and
exchanging information. It is the offeror(s) responsibility to monitor
the Internet for the release of the final request for proposal and
comply with response times as indicated. The point of contact for this

Government intends to issue a Request for Proposal on or about 30 June
2000, however a draft request for proposal may be posted prior to that
date for industry review. A current wage determination list can be
found at the website www.dol.gov. The contractor shall perform all work
in accordance with the attached Statement of Work (SOW) and Appendices.
Once the final request for proposal has been posted, it may be obtained
by downloading through the Electronic Posting System (EPS for Vendors).
Hard copies will not be available. An updated copy of the DRAFT
Statement of Work is being posted as a separate document. Posted
