Systems Command (MARCORSYSCOM) intends to pursue through full and open
competition a single award contract that will require a minimum of 10%
subcontracting for small business, of that 5% reserved for small
disadvantaged business to provide a full range of engineering, program
management, analytical services to support the Marine Corps
Warfighting Laboratory (MCWL). SIC is 8711, business size $2.5M. Period
of performance is for one (1) base plus four (4) option years beginning
1st Qtr CY01 with an estimated minimum level of effort of 24 man-years
(46,080 hours) for each year. Task orders will be issued on an IDIQ
FFPLOE basis supporting Program Office requirements. MCWL, through
concept-based experimentation, serves as the focal point for the
refinements of future warfighting capabilities. The Lab develops
tactics, techniques and procedures, and evaluates advanced technologies
that create or enhance future warfighting capabilities. MCWL then
integrates tactics, techniques, procedures, and advanced technologies
into the Marine Corps Combat Development Command (MCCDC) System. MCWL
responds to growing requirements for experimentation support by
redefining its approach to business, applying streamlined acquisition
techniques, and seeking the expert services of an industry partner to
achieve operational goal. The contractor shall provide technical
services that respond to these challenges and requirements with a
comprehensive, flexible solution. The solution must consider an
integrated technical and management approach that demonstrates vision,
depth of capabilities, and the flexibility to respond to the changing
environment. Performance requirements will include access to Secret
information; facilities will require a Secret certification and
personnel will require Secret clearances. A pre-solicitation conference
will be held on 12 July 2000 from 0900 to 1200 at the MCCDC auditorium
at Marine Corps Base, Quantico, Virginia. Registration information
will be accomplished electronically and restricted to two (2)
participants per firm. Upon receipt, confirmation will be provided.
