In this RFP the Contractor is expected to identify crops and non-burning alternatives, establish criteria for the use of reasonable non-burning alternatives, develop accountability mechanisms for the use of alternatives, identify non-statutory administrative barriers to the use of non-burning alternatives to fire on agricultural land, and the development of an implementation plan for recommendations regarding the use of non-burning alternatives.
