Development (USAID) is contracting for technical assistance and
advisory services to develop and disseminate strategies, methods and
tools to establish programs for the effective use of environmental
education and communication (EE&C) within USAID activities.
Specifically, the Indefinite Quantity Contract (IQC) will contribute
directly to the Center's core areas of natural resources, urbanization,
energy, environmental policy, and global climate change. The Center for
Environment of the Global Bureau (G/ENV) seeks to increase the outreach
and impact of USAID environmental programs worldwide. To achieve this
objective, USAID intends to award an indefinite quantity contract (IQC)
that will play a leadership role in the Agency's application of EE&C
and conduct a diverse array of environmental activities across sectors
and geographic regions. There will be one (1) Task Order-based,
Indefinite Quantity Contract (IQC) award made based on full-and-open
competition. There is no set-aside for this procurement. The SIC Code
for the above awards is 8742. The estimated issuance date of the
solicitation is June 23, 2000 and the estimated closing date is July
24, 2000. The subcontracting goal with small business is twenty-five
percent (25%). Subcontracting with small business concerns and socially
and economically disadvantaged entities: USAID encourages maximum
participation by small business, HUBZone small business, small
disadvantaged business, and women-owned small business concerns. It is
anticipated that the prime contractor will make maximum practicable
use of such entities. Small business and small disadvantaged business
subcontracting plans, pursuant to FAR 52.219-9, are required for the
(overall) resultant IQC contract. To help identify potential
subcontractors, a list of all organizations requesting a copy of the
Request for Proposals (RFP) will be included as an attachment to the
solicitation. By providing the list, USAID does not endorse the listed
organizations as being capable of carrying out the activity, nor does
USAID verify the claimed status of the organizations. Necessarily, the
list will contain the names of only those organizations known prior to
the issuance of the solicitation document. Interested parties may
