This notice is a combined synopsis/solicitation for commercial items
prepared in accordance with the format in FAR Subpart 12.6, as
supplemented with additional information included in this notice. This
announcement constitutes the only solicitation; quotes are being
requested and a written solicitation will not be issued. This
procurement is being conducted under the Simplified Acquisition
Procedures (SAP). The purpose of this project is to hydrostatically
recertify 850 portable Halon extinguishers (814-5lb, 16-9lb, 7-10lb,
4-13lb, 3-14lb, 1-16lb, 5-20lb, and 1-27lb) and dispose of 465 surplus
5 lb Halon extinguishers. Buckeye, Badger, Ansul, Kidde, JL
Industries, Pem All and Amerex manufactured the majority of these
extinguishers. The contractor will pick up and deliver extinguishers as
directed, with the extinguishers being picked up and delivered to
NASA's Johnson Space Center, Building 25. The 850 extinguishers will be
hydrostatically recertified according to the current version of the
National Fire Protection Association's National Fire Code 10 Standard
for Portable Fire Extinguishers, the manufacturers recommendations, and
accepted industrial practices. It is expected that the extinguishers
will be at least: 7 Depressurized with its Halon contents captured in
a listed Halon closed recovery system. 7 Visually externally and
internally examined. 7 Hydrostatically tested, as specified in the SOW.
7 Cleaned. 7 Reassembled with all new soft good components (i.e.
o-rings, gaskets, etc.) and new valve stem. 7 Replace gauge (and levers
as necessary). 7 Pressurized per NFPA 10 and the manufacturer's
recommendations. 7 Refilled with the captured Halon. 7 Leak checked for
3 days (visual inspection to ensure that the Halon does not leak). 7
Returned to the JSC as specified in the SOW. The contractor shall
provide a schedule for pick up and delivery of extinguishers and shall
notify the on-site Safety and Fire Protection Contractor (MEI/SAIC)
Coordinator's Office (281-483-6364) of forecasted arrival dates and
times at least 3 days prior to arrival at JSC. The contractor shall be
responsible for disposal of any extra-expired Halon extinguishers as
well as recycling of surplus Halon. Halon reclaimed from the 850
extinguishers, and the 465 excessed extinguishers, shall be used to
refill and replace any Halon lost during the depressurization and
repressurization of the 850 extinguishers. The remaining Halon shall be
credited to the government. A detailed account ledger of the Halon
product shall be provided to the government. Licensing of the
contractor and its fire extinguisher technicians shall be in accordance
with the fire alarm rules and regulations for the State of Texas, as
defined by the Texas Insurance Code and the Texas Commission on Fire
Protection. The contractor is responsible to ensure that it complies
with all Environmental Protection Agency requirements. The provisions
and clauses in the RFQ are those in effect through FAC 97-17. This
procurement is a total small business set-aside. See Note 1. The SIC
code and the small business size standard for this procurement are 7389
and $5 Million average annual receipts over three years, respectively.
The quoter shall state in its quotation its size status for this
procurement. All qualified responsible business sources may submit a
quotation which shall be considered by the agency. Delivery to Johnson
Space Center, Building 25 is required as shown above. Delivery shall
be FOB Destination. The DPAS rating for this procurement is DO-C9.
Quotations for the items(s) described above are due by June 15, 2000
and may be mailed or faxed to NASA/Johnson Space Center, Attn: Frances
Davidson/T13, Mail Code BJ33, 2101 NASA Road 1, Houston, TX
77058-3696, FAX 281-483-9741, and include, solicitation number, FOB
destination to this Center, proposed delivery schedule,
discount/payment terms, warranty duration (if applicable), taxpayer
identification number (TIN), identification of any special commercial
terms, and be signed by an authorized company representative. Quoters
are encouraged to use the Standard Form 1449,
Solicitation/Contract/Order for Commercial Items form found at URL:

Quoters shall provide the information required by FAR 52.212-1. If the
end product(s) quoted is other than domestic end product(s) as defined
in the clause entitled "Buy American Act -- Supplies," the quoter shall
so state and shall list the country of origin. The Representations and

June 15, 2000. Award will be based upon overall best value to the
Government, with consideration given to the factors of proposed
technical merits, price and past performance; other critical
requirements (i.e., delivery) if so stated in the RFQ will also be
considered. Unless otherwise stated in the solicitation, for selection
purposes, technical, price and past performance are essentially equal
in importance. It is critical that offerors provide adequate detail to
allow evaluation of their offer (see FAR 52.212-1(b). Quoters must
provide copies of the provision at 52.212-3, Offeror Representation and
Certifications -- Commercial Items with its quote. See above for where
