"Based on the viability determination made by the Assistant Secretary
of the Air Force (Acquisition) the Subsystems System Program Office
intends to award on a limited source basis contracts for risk reduction
effort associated with the Joint Ejection Seat Program. Contracts will
be issued to BF Goodrich Aerospace/ Universal Propulsion Company, Inc.
Phoenix, Arizona, and Martin-Baker Aircraft Co, Ltd. Middlesex,
England. The risk reduction effort will at minimum include: Submission
of cost, schedule, and risks for generic qualification to the system
requirements document by FY05; Priority listing of all trade
studies/risk reduction activities required to bring each candidate seat
to the common qualification standard; Submission of a final report to
include activities conducted, data gathered, analysis methodology and
results obtained; Submission of a proposal for phase II trade
studies/risk reduction activities based on phase I activity results,
which includes refinement of cost/schedule/risks to meet SRD by FY 05
and the costs for associate contractor agreements for integration data,
broken down by aircraft. Should additional fiscal year 2000 funding
become available, options for additional proposed phase I trade
studies/risk reduction activities may be exercised for a maximum of 3
months after initial contract award date. An Ombudsman has been
established for this acquisition. The purpose of the Ombudsman is to
receive and communicate serious concerns relative to this effort. The
Ombudsman does not diminish the authority of the Program Director or of
the Contracting Officer, but communicates the concerns, issues,
disagreements, and recommendations of their sources to the appropriate
Government personnel. Potential offerors should use established
channels to request information, pose questions, and voice concerns
before resorting to use of the Ombudsman. When requested, the Ombudsman
will maintain strict confidentiality as to the identity of his/her
