International Broadcasting Bureau (IBB), Office of Contracts (CON)
intends to non-competitively award a firm-fixed-price (FFP) Contract
(modification to existing contract IA2101-C6234574) to Hamid Behbehani
and Sons (SHBC) to modify the existing high power RF switch matrix to
accommodate two additional, Government furnished (GFE) high power (250
kW) shortwave (HF) transmitters. The Contractor shall design, procure
equipment and materials, and install all equipment and components
necessary to modify the existing 6x15 RF Matrix to a 8x15 RF matrix. In
addition, the Contractor shall procure and install additional coaxial
transmission line between the new GFE transmitters and the expanded
matrix, including a 75-Ohm to 50-Ohm transformer in each line. There
will be an option to install a service access platform between the
switch matrixes. This non-competitive procurement is proposed to be
made to SHBC pursuant to the authority of FAR Subpart 6.302-7, 41 USC
253(c)(1); which permits other than full and open competition when
"Only one responsible source and no other supplies or services will
satisfy Agency requirements". Based on the above-stated specialized
technical requirements CON has determined that SHBC is the only known
source that can fully satisfy these critical requirements. However, CON
will receive and review written expressions of interest by any
qualified firms who believe that they can fully meet CON's technical
requirements as summarized herein. Any interested and responsible firms
that desire to provide the herein-stated technical requirements must
submit their written statement of such interest in this proposed Firm
Fixed Price procurement, and a brief written summary of their
specialized technical qualifications and experience to the BBG/IBB
Contracting Officer for this procurement, Mr. Ed Pritchard, by
facsimile at (202) 260-0855; and that must be received and acknowledged
by the Contracting Officer not later than COB (5 p.m., EST), Friday,
May 16, 2000. Oral expressions of interest will not be accepted. Any
questions, technical or otherwise, related to this proposed procurement
shall be in writing and be sent directly and only to the IBB
Contracting Officer for this procurement by facsimile at (202)
260-0855. All written expressions of interest shall specifically
reference this CBD Notice by its title and date of publication. This
