for commercial items prepared in accordance with the format in FAR
Subpart 12.6, as supplemented with additional information included in
this notice. This announcement constitutes the only solicitation.
Proposals are requested. A written solicitation will not be issued.
(ii) Solicitation No. F19628-00-R-0048 is issued as a Request for
Proposal. Solicitation No. F19628-99-R-0052 was issued as the original
market survey Request for Proposal (RFP). Eight companies provided
information to the original market survey that was posted in the CBDNet
on September 21, 1999. Carolin Corp., Electronic Manufacturing
Corporation, Electronic Site Services, Inc., Fidelity Technologies
Corporation, Miltope Corporation, Ruwe Enterprises, Inc., SuppresSurge,
Technical Services Laboratory and other companies that are interested,
and are qualified,Set in this synopsis/solicitation shall notify Mr.
Stephen DiLustro or Mr. Joseph Zimmerman within five working days from
CBDNet posting to receive a RFP drawing package. (iii) This RFP
incorporates provisions and clauses in effect through Federal
Acquisition Circular 97-17. (iv) This RFP is a 100% Small Business
set-aside (v) A Firm Fixed Price contract will result from this
solicitation. ESC/MCB requires up to twenty-three (23) Protect Module
(PM) Sets, each consisting of an electromagnetic pulse event Protection
Module and fifteen (15) cables, eleven (11) foam packing inserts and
CLIN 0004 for Data. In addition to the PM sets, ESC/MCB has a
requirement for a Standard Warranty package. The CLIN structure for
this procurement is as follows: CLIN 0001, 1 PM Set with foam insert
(First Article Test) and Standard Warranty, CLIN 0002, 10 PM Sets with
foam insert and Standard Warranty, CLIN 0003, 12 PM Sets without foam
insert and Standard Warranty, and CLIN 0004, provide Data which is not
separately priced. (vi) PM Sets: a. The following special requirements
apply: 1.0 Scope. The contractor will Build to Print, test, package
and deliver up to twenty-three (23) PM Sets that will be used by the
Government to protect the MILSTAR Transportable Time Distribution
Subsystem (TTDS) from electromagnetic pulses. Each PM Set will be
Fabricated in accordance with assembly drawing # 137401 and will
include the Protection Module IAW drawing # 137402 and fifteen (15)
interconnecting cable assemblies IAW drawing # 137416, consisting of
seven (7) Shielded Cables with D38999 series III connectors, four (4)
commercially available RG223 Coaxial Cables with coaxial connectors and
four (4) commercially available power data and telephone cables. The
Protection Module consists of an 11 gauge, Al 5052, EMI Chassis (17"L
x 12" W x 6" H), containing metal oxide varistors, surge protectors,
connectors, filters and fuses. The reliability and performance of the
equipment will be consistent with best commercial practices. 2.0 First
Production Unit. 2.1 The contractor shall Fabricate one (1) Protection
Module System, in accordance with the drawings noted above. 2.2 The
contractor shall conduct Acceptance Tests of the Protection Module in
accordance with Acceptance Test Procedure #137417, and Acceptance Tests
of the shielded cables in accordance with accepted commercial practice.
The Government reserves the right to witness these tests. The
contractor shall notify the Government NLT ten (10) days prior to the
start of these tests. 2.3 Upon successful completion of the Acceptance
Test, the contractor shall host a configuration audit at his facility
of the First Production Unit packaged in the GFE transit case.
Government reviewers will verify that the configuration of the tested
Protection Module is in compliance with drawing # 137401, and that the
cables are IAW drawing # 137416, and that the packaging of this PM Set
in the GFE transit case is satisfactory. 2.4 Upon successful completion
of the configuration review, the contractor shall deliver the First
Production Unit IAW written direction of the PCO. 3.0 Remaining
Production Units. 3.1 Production. The contractor shall Fabricate (22)
additional PM Systems IAW drawings provided above. 3.2 Acceptance
Testing. The contractor shall conduct an Acceptance Test of each of the
PM Sets using test procedures identical those used for the First
Production Unit. The Government reserves the right to witness these
tests. The contractor shall notify the Government NLT ten (10) days
prior to the start of all acceptance testing. 4.0 Government Furnished
Equipment (GFE). The Government will supply the following GFE in
support of this effort: Item -- Transit Case, Quantity 1 each, Delivery
NLT 60 DACA; Item -- Joslyn Tester (with test leads),Quantity 1 each,
Delivery NLT 30 DACA. 5.0 User/Commercial Manuals: Not Necessary. 6.0
Warranties: The contractor shall identify and make available to the
Government all commercial warranties associated with the PM Sets
delivered under this contract. Effective starting date for the
warranties shall coincide with date of Government acceptance of
applicable item. The contractor shall provide as part of its proposal
the cost per year to extend warranty repair service to items out of
service for a period of 60 months after expiration of standard
warranty. 7.0 Packaging, Shipping and Marking: The contractor shall be
responsible for the packaging, marking and shipment of each PM Set in
accordance with best commercial practice. The contractor shall package
and deliver 11 PM Sets in foam inserts designed to fit into a 15" x
28.25" x 28.25" transit case supplied GFE by the Government, using
flame retardant, shock absorbing, water resistant formed foam supplied
by the contractor. The con tractor shall ship 11 PM Sets in foam
insert then packaged to best commercial practices to allow the
government to install the foam insert and PM set into the transit cases
upon arrival at destination. The remaining 12 PM Sets shall be packaged
without foam in commercially acceptable containers supplied by the
contractor. The 15" x 28.25" x 28.25" transit case supplied GFE will be
returned following the configuration audit. 8.0 Deliveries/
Destinations: Delivery of the First Article PM Set (CLIN 0001) to be
shipped in place shall occur NLT four months after contract award. The
contractor will then ship 22 PM sets no later than three months after
written acceptance of first article test. All twenty-three PM Sets
will be accepted at source. The First Article unit, after successful
testing at contractor's facility will be shipped to Hanscom AFB, MA.
The 22 PM Sets will be shipped to locations and numbers are as follows:
Of the 11 packaged in foam inserts and ready to be placed into the
transit cases, 6 will go to Offutt AFB NE, 3 will go to Barksdale AFB,
LA and 2 will go to Minot AFB, ND. The remaining 11 without the foam
will go to the same locations and numbers. (viii) FAR provision
52.212-1, Instructions to Offeror's-Commercial, is applicable to this
acquisition. (ix) FAR provision 52.212-2, Evaluation-Commercial Items,
is applicable to this acquisition IAW (xiii), Paragraph 2. In addition
the following factors shall be used to evaluate offeror's proposal in
descending order of importance: technical/management, reliability /
maintainability, past performance, price and price-related factors.
Technical management, reliability/maintainability, and past performance
when combined are more important than price and price-related factors.
The Government may reject any or all offers if such action is in the
public interest and waive informalities and minor irregularities in
offers received. The Government intends to make a single award to the
responsible offeror whose bid is most advantageous to the Government.
(x) FAR provision 52.212-3, Offeror Representations and
Certifications-Commercial Items, is applicable to this acquisition.
Complete this provision and submit with offer. (xi) FAR clause
52.212-4, Contract Terms and Conditions-Commercial Items, is applicable
to this acquisition. (xii) FAR clause 52.212-5, Contract Terms and
Conditions required to Implement Statutes or Executive
Orders-Commercial Items, is applicable to this acquisition. Clause
52.212-5, paragraph (b) is tailored to include the following clauses by
reference: 52.203-6 Alt 1, 52.222-35, 52.222-36, 52-222.37, 52.225-1,
52.225-3 Alt1, and 52.232-33. (xiii) N/A (xiv) N/A (xv) N/A (xvi) All
responses to this Request for Proposal shall be in writing. Include
Federal Tax Identification Number on your offer. The offer shall be
valid for 90 calendar days after the proposal due date. The closing
date for receipt of offers is 1730 EST 15 days from the date the notice
is published in the Commerce Business Daily. In the event that the 30th
day falls on a Saturday, Sunday or a Federal holiday, the period
extends to 1730 EST on the next day that is not a Saturday, Sunday or
