tong.tang@robins.af.mil. FM Immunity Requirement The Air Force has a
requirement to upgrade the VOR/ILS and ILS-only receivers to comply
with ICAO Annex 10 requirement for protection against FM broadcast
interference by 01 Jan 2001. This requirement is otherwise referred to
herein as Protected ILS or FM Immunity. Background on FM Immunity
Requirement: In 1999, the Air Force prepared a Point Paper on FM Radio
Protection which presented the following conclusions. (1)Operations
can safely continue between 1 Jan 1998 and 1 Jan 2001, as published in
national airfield publications, using host nation assessments of
interference to non-FM protected receivers. (2)Beyond JAN 2001, there
are no civil requirements for host nations to continue FM broadcast
interference assessment for non-FM immune operations since civil
aircraft will be equipped. (3) The Air Force should upgrade installed
aircraft equipment to meet FM Immunity requirement in Europe, Africa,
Middle Ease, and Russian airspace. (4) Aircraft not equipped with a
stand-alone FM protected receivers by Jan 2001 will be noncompliant
with regional/host nation requirements and may face severe operational
restrictions. Problem: The R-1755/ARN-112 and R-1871/ARN-108 receivers
does not meet the Protected ILS as defined by the ICAO Annex 10
requirement for protection against FM broadcast interference. There is
an urgent and compelling requirement to upgrade these receivers for
protection against FM broadcast interference and to protect against
frequency modulated (FM) interference under new capabilities granted
radio and television stations. We have been directed to accelerate an
upgrade program to aircraft equipped with non-Protected ILS receivers
by most viable and affordable solution. Upgrade Requirements: We have
determined that the most viable, lowest risk and quickest solution is
to upgrade the ARN-108 and ARN-112 Localizer Card Assembly to be FM
Immune. The upgraded Localizer Card Assembly shall utilize same
footprint and connectors, as the ARN-108 and ARN-112 and the upgraded
design shall be available in the form of a kit that can be installed by
the depot and I-Level shops. To avoid further delay in qualification
testing, the existing power supply must be utilized (available from the
ARN-108 and ARN-112 power supply inverter, DC to AC inverter, and Power
Supply Regulator modules). Because the ARN-108 and ARN-112 receivers
share commonality with respect to module performance and form factors,
the FM Immunity Kit shall be a single module that will be dropped into
both of these ILS receivers. For schedule and qualification testing
reasons, the upgrade design shall impact only the ARN-108 and ARN-112
receiver and synthesizer module. All internal physical and electrical
interfaces will remain compatible with the existing ARN-108 and ARN-112
design. The upgrade kit functions shall be compatible and be verifiable
by the current depot test station and the F-16 AIS test station.
Capability Questions: (1) Has your company designed a Landing System
that is FM Immune and complies with the ICAO Annex 10 requirements? (2)
Will the FM Immunity Kit utilize same footprint and connectors within
ARN-108 and ARN-112 receivers? (3) Will the ARN-108/112 FM Immunity
upgrade Kit impact effect only the Synthesizer module? (4) Will the FM
Immunity Kit be compatible with the power supplied by the ARN-108/112
and the current Depot Tester and F-16 AIS tester? (5) Will the FM
Immunity Kit interconnect physically and interface electrically with
the ARN-108 and ARN-112? (6) Will the FM Immunity Kit be available for
Qualification Testing July 00, for Qualification Acceptance Sept. 00,
for Flight Testing Oct. 00 and Certification Oct 00? (7) Is the FM
Immunity Kit commercially available? If so, please provide information
relative to commercial contract terms and conditions. This is not a
