SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH
THE FORMAT IN FAR SUBPART 12.6, AS SUPPLEMENTED WITH ADDITIONAL
INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE
ONLY SOLICITATION; QUOTES ARE BEING REQUESTED AND A WRITTEN
SOLICITATION WILL NOT BE ISSUED. **** The National Institute of
Standards and Technology (NIST) has a requirement for a Bismuth
Germanate Compton Suppression System with the following specifications:
1) The basic dimension of the BGO should be 5" x 5" x 7". If not made
from a single crystal, a maximum of two crystals shall be used and each
piece should be full length. 2) The diameter of the cylindrical well in
the BGO must be 3.125" to accommodate a 3" diameter end-cap Ge
detector. The length of the cylindrical well, drilled at a right angle
to the long axis of the BGO, should be 3.9". 3) The cylindrical window
allowing the Ge detector to view the sample is drilled along the center
axis of the BGO, and at a right angle to the Ge detector well, shall be
0.875" in length with a 1.2" diameter. This provides 0.875" of BGO
between the sample and Ge detector. This face may be beveled to enhance
light collection. 4) There shall be approximately 3" of BGO between the
photomultiplier tube (PMT) and the Ge detector (behind the Ge
detector). 5) The BGO shall be encased in light and moisture tight
aluminum and have a reflective interior. 6) One standard 5" PMT with
preamplifier. This system is used in a very high background area, with
gamma rays ranging in energy from 100 keV to 10.8 MeV. A low
background PM tube is not required but good stability with high
count-rates is needed. 7) The BGO will be used with an up-looking
germanium detector which detects gamma rays from a sample placed at a
distance of 12" to 18" to the side of the detector, i.e. at 90 with
respect to the cylindrical axis of the germanium crystal.****A drawing

Delivery is required by 12/31/00, FOB Destination, Gaithersburg,
MD.**** This solicitation is being conducted under full and open
competition. Selection will be conducted using FAR Part 13, Simplified
Acquisition Procedures, Subpart 13.106-2, Evaluation of Quotations or
Offers.****The Government will make one single award from this
solicitation to the responsible vendor based on Best Value using a
price/technical tradeoff of the following: A) Technical Capability to
meet the specifications. Failure to meet the specifications will
preclude the Offer from further consideration; B) Past Performance
indicating ability to supply similar products and services and deliver
on time; C) Price. Technical capability and past performance, when
combined, are more important than price.******All vendors shall submit
the following: 1) Two copies of the quotation; 2) Evidence of past
performance during the past three years for similar products and
services; 3) A completed copy of the provision at 52.212-3, Vendor
Representations and Certifications-Commercial Items which may be
