Systems Division (NAWCTSD) in Orlando, Florida intends to procure one
VS-200 Ship Bridge Simulator for Small Craft training device. This
procurement will result in a firm fixed price contract. The anticipated
award date for this item is 30 August 2000. The Government intends to
solicit and negotiate the proposed award on a SOLE SOURCE BASIS under
the authority of FAR 6.302-1 (only one responsible source and no other
supplies or services will satisfy agency requirements). The Ship
Bridge Simulator for Small Craft must be networked to operate and
communicate with the VS-300 Army Vessel Bridge Simulator currently
installed at Fort Eustis, VA. All existing seaport databases and
traffic ships must operate on both training systems. NAWCTSD intends to
contract with CSC Advanced Marine of Arlington, Virginia who owns
proprietary rights in the simulation engine software "VirtualShip" that
is the operating software for the VS-300 Army Vessel Bridge Simulator.
