O/A JUL 31 00. The Naval Inventory Control Point Philadelphia is
seeking a commercial off the shelf (COTS) non-developmental item for
replacement of the AN/AVH1 Cockpit Video Recorder System (CVRS)
recorder. This recorder is scheduled to be used on all Lot XII and
above F/A-18 C/D type aircraft plus all F/A-18 E/F aircraft. The
current CVRS recorder was originally manufactured by DRS Precision Echo
utilizing COTS components. The AN/AVH1 recorder provides a minimum of
120 minutes recording of both Heads-Up Display and the left and right
Digital Display Indicators (DDI). The CVRS recorders are part of the
overall CVRS System which includes 3 cameras intended to record F/A-18
missions in both night and day conditions. Any replacement system must
at a minimum be form, fit and function compatible within the current
CVRS system. In addition, the new system must meet a minimum MTBF of
2000 hours when calculated using MIL-HDBK-217F and must have a
demonstrated field MTBF reliability of 2000 hours minimum. Other
pertinent performance factors delineated in the System Specification
include thermal, electrical and dew condensation protection. The
subject requirement shall be solicited as a five year Requirements type
contract with a two year base and three one-year option periods. The
solicitation will use Trade-Off procedures and will require all
offerors to submit a sample unit with their technical and pricing
proposals. The estimated quantity for year one is 899, year two is 84
year three is 90, year four is 96 and year 5 is 96. The estimiated
quantities do not include Foreign Military Sales requirements that may
be ordered during the course of the contract. Anticipated award date
is OCT 2000 with deliveries to commence 90 days after date of award at
a rate of 120 per month. The Government does not possess a full data
package for either the AN/AVH1 or an replacement system. See note 22
