Reference Kirtland AFB Technical Area Number 9, MOBILE SPACE VEHICLES establish the following subarea 9 for Advanced Resuable Rocket Engine as follows: (1) include acceptance of proposals in the following technical area of interest: advanced reusable rocket engine study; (2) add a technical point of contact on this particular technical subarea only: Major Nathan Titus, (505)846-5864, FAX (505)846-4143, e-mail: nathan.titus@kirtland.af.mil; (3) add a contracting point of contact regarding information on this particular technical subarea only: Major Nathan White, (505)846-5935, FAX (505)846-5576, e-mail: nathan.white@kirtland.af.mil; and (4) technical proposals NOT TO EXCEED seven (7) technical pages with cost and admin as separate volumes in accordance with the BAA, will be accepted for this technical subarea only until 1500 (3:00 P.M.) MDT, 30 June 00. The following amends the VS-00-01 technical proposal preparation instructions for this particular technical area only: "1. Technical Proposal: The technical proposal shall include an Executive Summary, Program Description, Program Plan, a Statement of Work, Facilities and Equipment description, description of Relevant Prior Work, and Management Plan. The Program Plan and/or Management Plan shall include the following: 1) describe approach, 2) describe qualifications/capabilities/availability of personnel/facilities/subcontractors to build a reusable rocket engine, 3)describe depth and thoroughness of technical effort including any efforts to evaluate potential solutions, 4) provide a complete description and breakdown of proprietary/non-proprietary data, and 5) provide an outline of the proposed final report and also delineate data rights. The Statement of Work shall detail the research to be accomplished under the SMV subarea, suitable for incorporation into the resulting study contract. The Statement of Work will not count toward the 7 page Technical Proposal limit. If applicable, state that the deliverable product will be year 2000 compliant per FAR Part 39. The technical proposal shall be limited to 7 pages (no smaller than 12 point font), single spaced, double-sided, 8.5 by 11-inch pages. Each printed side counts as one page. Blank pages, title pages, tables of content, lists, tabs or cover sheets are not included in the page count. Pages in excess of this limitation will not be considered by the government. The Government intends to make multiple Firm Fixed Price awards within the program estimate of $1M. Foreign firms are advised they WILL NOT be allowed to participate at the prime contractor level. The operations, research, and test data produced under a resultant contract may contain Military Critical Technology List (MCTL) information whose export is restricted by the Export Control Act (Title 22, USC, Section 2751, et seq.) or the Export Administration Act of 1979, as amended (Title 50, USC, App. 40-1, et seq.).
