solicited under full and open competition. It is anticipated that the
National Institute on Alcohol Abuse and Alcoholism (NIAAA) will award
up to five contracts as a result of this solicitation. These contracts
will be incrementally-funded and will be for up to three years in
duration. The purpose of these contracts is to develop collaborative
research projects and to conduct pilot feasibility studies in a number
of areas of critical interest and need to the NIAAA. It is anticipated
that large institutions (colleges, universities or other non-profit
organizations) which have established alcohol research scientists with
expertise in methods development will form a partnership with smaller
colleges and universities, tribal groups or other non-profit
organizations which serve minority communities. The collaborating
organizations will select an area of alcohol research to study
(prevention/treatment), provide a description of the proposed study,
including the pilot, fullyexplain what each party will be contributing
and how the study will meet NIAAA's needs. Awards will be made
depending upon the technical merit of the proposed study, program
relevance, program balance and availability of funds. It is anticipated
that this Request for Proposal will be issued on June 15, 2000 with
proposals due on or about July 18, 2000. This acquisition is a new
