DELETE PREVIOUS SUBMISSION NUMBER 460048 ON MAY 31, 2000 AT 10:40 A.M.
AND TO SUBMIT THE FOLLOWING NOTICE. U.S. Department of Energy: The
Office of Nonproliferation and National Security (NN-41), Initiatives
for Proliferation Prevention (IPP) intends to award Master Contracts to
numerous, former weapons institutes in the New Independent States (NIS)
of the Former Soviet Union (FSU) which include Russia, Ukraine,
Kazakhstan and Belarus. Discrete Task Orders will be issued for DOE
approved projects which may be for and not limited to; commercial
development endeavors, medical research, scientific studies and/or
research and development. Each Master Contract awarded is authorized by
the Department's National Defense Authorization Act for Fiscal Year
2000 at Section 3136 entitled; Nonproliferation Initiatives and
Activities. All projects are subject to the availability of
appropriated funds. There are no outside-of-country, subcontract or
commercial teaming arrangements available with the NIS/FSU institutes
for any approved project. The Department has Cooperative Research and
Development Agreements (CRADAs) mainly for Teaming Arrangements between
the institutes and industry which are handled by DOE's Laboratories and
the United States Industry Coalition (USIC). The Master Contract is for
a five year base period with three, one year options. The estimated
value is $104 million. THIS IS NOT A SOLICITATION FOR PROPOSALS OR AN
INVITATION FOR BIDS, NOR DOES IT REPRESENT A COMMITMENT BY THE
GOVERNMENT TO PAY FOR COSTS INCURRED IN THE PREPARATION AND SUBMISSION
OF DATA OR ANY OTHER COSTS INCURRED IN RESPONSE TO THIS ANNOUNCEMENT.
