contemplates making multiple awards for contracts to conduct one or
more studies to monitor trends in the incidence and epidemiology of
hepatitis A, B, C and other non-A, non-B hepatitis, determine missed
opportunities for prevention, such as vaccination, and develop and
maintain a database of persons identified with chronic hepatitis B
virus infection and all persons who are positive for antibody to
hepatitis C viruses. To be eligible for an award, each offeror must
propose sites that meet the following ABSOLUTE CRITERIA: 1) One which
is geographically well defined to insure that persons with viral
hepatitis will seek primary medical care within that area; the census
of the catchment area should be no less 450,000 and no more than
950,000. 2)A well-established system of surveillance for acute disease
and provide documentation for the capacity to conduct surveillance
using routine laboratory reports for acute hepatitis A; acute and
chronic B viruses (HBV) infection; and acute and chronic hepatitis C
viruses (HCV) infection. 3) An average of at least 50 to 75 cases of
acute viral hepatitis per year during 1996 to 1999. 4) Evidence of
serologic testing for hepatitis B surface antigen (HBsAg) and IgM
antibody to hepatitis A viruses (anti-HAV) on at least 80% of all
reported cases of acute viral hepatitis from 1996 to 1999. 5) Clinical,
demographic, and risk factor data on at least 50% of all reported cases
of acute viral hepatitis by type from 1996 to 1999. Such data must
conform with the information requested on the CDC Hepatitis
Investigation Form CDC 50.40-1-91. 6) Access to a population of
clinically and serologically well-defined patients with chronic
hepatitis C and other NANB hepatitis whose sources for infection are
representative of the spectrum of community acquired disease; and have
serologic, a virologic and biochemical follow-up for at least 13 years
from the onset of the acute disease. The contemplated period of
performance is 60 months from the contract award date. The studies will
be incrementally funded based upon the Government's availability of
funds for each fiscal year. The schedule issue date is approximately
