This procurement is being conducted under the Simplified Acquisition Procedures (SAP). NASA/GRC intends to purchase a study/analysis and one (1) ea. final report using propritary trapped vortex cavity (TVC) geometric and fuel models, previously developed, to provide NASA with a preliminary understanding of how important TVC parameters effect combustion efficiency, pattern factor and NOx emmissions in inter-turbine burner configurations.NASA/GRC intends to purchase the study and final report from CFD Research Corporation, 215 Wynn Dr., Huntsville, AL 35805. The authority for other than full and open competition is 10 U.S.C 2304 (C)(1) -- Only one responsible source and no other supplier or services will satisfy agency requirements. This authority is justified in that the TVC computations use both a geometric model and a fuel model advanced in prior computations in a SBIR Phase I contract (NAS3-00048), that are not available from any other source. The Government intends to acquire a commercial service/item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on June 14,2000. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice is solely within the discretion of the government.
