THIS IS THE SECOND AMENDMENT TO A CBD ANNOUNCEMENT THAT APPEARED ON MAY 3, 2000. The first amendment was posted May 15, 2000. The purpose of this amendment is to answer questions we have received concerning this announcement. Question 1: How do we see the relationship between our proposed study of EMS/ISO 14000 and our environmental compliance and assessment programs? Answer 1: Minerals Management Service (MMS) manages the Outer Continental Shelf Oil and Gas Program. This responsibility includes ensuring that offshore oil and gas activities are conducted in accordance with U.S. laws and regulations, including environmental laws such as the National Environmental Policy Act. The "MMS assessment umbrella" includes the preparation of environmental impact statements and other analyses in accordance with NEPA. A fuller understanding of how the offshore oil and gas industry uses EMS and ISO 14000 will help us determine whether changes are needed in our environmental analysis and compliance procedures that would improve compliance with various environmental statutes and regulations. Question 2: What is the SIC code for this announcement? Answer 2: The Standard Industrial Code (SIC) for this announcement is 8999 "Services, not Elsewhere Classified". Question 3: How many copies of the draft, final and presentation reports are required? Answer 3: Six hard copies of each are required and one electronic copy (MS Word and/or MS Excel) delivered to the Contracting Officer's Representative (COR). Question 4: When Key Personnel, Technical Approach, Program Management, and Past Performance are equal among bidders is award based on cost? Answer 4: Contract award shall be made to the responsible offeror whose offer, in conforming to this announcement, is most advantageous to the Government, technical evaluation factors, cost, and other factors considered. The Government's objective is to obtain the highest technical quality considered necessary to achieve the project objectives with a realistic and reasonable cost. Technicalevaluation criteria as a whole are more important than cost: however, between proposals that are evaluated as technically equal in quality, cost will be the selection criterion.
