3/21/2000 under Solicitation Number 00SQ810149. The Bureau of
Reclamation manages water and power resources in the Western United
States. Its activities encompass hydroelectric power generation, water
storage and distribution facilities, real property management,
conservation of natural and archeological resources, and the associated
administrative and technical activities required to support its primary
mission. The Bureau of Reclamation employs a wide array of information
technology to perform its unique program and operational mission. It
is currently reviewing strategies for employing information technology
to add further value to these activities. In addition, Reclamation is
seeking to better align its information technology management and its
core business activities with the requirements and intent of the
Information Technology Reform Act and related legislation which
includes assessment of business processes and integrated information
technologymanagement. The Bureau of Reclamation intends to negotiate on
a sole source basis with Inceptive.Com, 16748-C East Smoky Hill Road,
Suite 335, Aurora CO 80015-2470 to acquire information technology
design and development and business process analysis services which
will add value to Reclamation's program activities. The Government
contemplates an indefinite delivery, indefinite quantity type contract.
The contract will contain a base performance period with four one-year
options. This procurement is being conducted under Part 15 procedures.
The proposed action is for services for which the Government intends to
solicit and negotiate with only one source under the authority of FAR
6.302-1. The Government believes that only one responsible source
possesses the technical capabilities required to perform the
contemplated work satisfactorily. The unique technical capabilities
required by Reclamation are: (1) Knowledge of Information Technology
Architecture and Business Practices in the Bureau of Reclamation; (2)
Knowledge of Reclamation's program functions, supporting administrative
activities, and associated business practices at the Commissioner's
Office, the Reclamation Service Center, the six Regional Offices, and
the Department of the Interior's National Business Centers; (3)
Experience in developing and conveying the concepts of business process
analysis, business rules, and business process-information technology
integration in the Bureau of Reclamation. (4) Knowledge of information
technology management, development, maintenance, and logistics
practices and methods in the Bureau of Reclamation; and (5) Expertise
in successfully integrating commercial activities or functions (e.g.,
bankcard functions, Internet commerce function, etc) into federal
environments. A justification for other than full and open competition
has been prepared in support of this acquisition. Any firm that
believes it possesses the above technical expertise is encouraged to
give written notification to the Contracting Officer.
Supportingevidence must be furnished in sufficient detail to
demonstrate that the respondent possesses the requisite technical
expertise. All responses received within 15 calendar days of the date
of publication of this synopsis will be considered by the Government.
A determination by the Government not to compete this proposed action
based on responses to this notice is solely within the discretion of
the Government. Information received will be considered solely for the
purpose of determining whether to conduct a competitive procurement.
