The National Institute of Standards and Technology (NIST) intends to negotiate with only one source, Qian Dong, College Station, TX 77840, to procure her services for the continued operation and expansion of the Thermodynamic Research Center (TRC) at NIST. General skills involve computer and database skills combined with extensive experience in the chemistry and chemical engineering disciplines associated with thermophysical properties data and prediction. The specialized skills include demonstrated familiarity with the TRC database systems and products. Ms. Dong has the current experience and expertise with the TRC operations to allow for a smooth transition of the TRC from the Texas Engineering Experiment Station to NIST. The major duties of Qian Dong have been associated with relational database design, development, and management as well as maintenance for a variety of observed thermodynamic and transport properties of pure organic compounds, binary mixtures, ternary mixtures, and chemical reactions. In addition, Ms. Dong has been heavily involved in the preparation and maintenance of the database application procedures and graphical user interface forms that permit TRC's daily data operations. The TRC currently maintains a master SOURCE database in Oracle format on a Unix server, and has been updating PC and internet access to this information. This database is updated weekly. In addition, there are TRC TABLE databases for hydrocarbon and non-hydrocarbon systems which are each updated seminannually. There are databases for compounds, vapor pressures, and virial coefficients which are updated as well. TRC produces at least two data books per year on special topics. The databases contain information about 15,835 pure components, 8,504 binary mixtures, 81,205 references, and a total of about 1.79 million records. The TRC SOURCE database is the world's main repository for evaluated experimental data on the thermophysical properties of fluids. Evaluated data are added at the rate of approximately 100,000 records per year. All data are reviewed by TRC staff prior to their formal acceptance into the database. The types of data include include the enthalpies of transition in condensed phases, solubbilities and Henry's Law constants of organic compounds in water, viral coefficients of pure gases and gas mixtures, etc. The data are disseminated in the tables and books produced by TRC. These data are used in the chemical industry, the petrochemical industry, and the pharmaceutical industry, as well as for specific applications related to aerospace, food science, environmental science, etc. Qian Dong has the ability to develop internet applications for the TRC products because she was primarily responsible for the conversion of the database from the old "SIR" format to the current Oracle format. Ms. Dong has unique knowledge concerning the input and retrieval procedures for the TRC databases. Ms. Dong has primary responsibility for the operations of the servers and clients in use at TRC and has played a major role inthe development of nine databases, five books, and 24 scientific articles. Because of Qian Dong's experience at TRC, she is uniquely qualified to help in the transition of moving the TRC to NIST. The output of the TRC must be continued on schedule in order to maintain the viability of the operation at NIST. Users of this information require the updates to the TRC TABLES databases on time, and the planned releases of the compounds, vapor pressures, and virial coefficient products must be forthcoming. The publication schedule and content of the data books must also be maintained. Any lapse in the quality, continuity, and schedules for TRC data products would be severely detrimental to NIST and to the users of this information. This notice is for information purposes only.
