The Fleet and Industrial Supply Center (FISC), Norfolk = Detachment=20 Philadelphia intends to acquire maintenance of V2.2, development of = V2.3 and=20 design of V2.4 versions of the Joint Theater Level Simulation (JTLS) = for the=20 United States Joint Forces Command (USJFCOM), Joint Warfighting Center = (JWFC),=20 Joint Training, Analysis, and Simulation (JTASC), Suffolk, VA. The = requirements=20 of this acquisition focus on the maintenance, development, analysis and = design=20 of JTLS, as well as exercise database tests and technical support = during=20 exercise execution. The JTLS is an interactive, computer-assisted = simulation=20 that models multi-sided air, ground, and naval combat and its purpose = is to=20 evaluate contingency operations plans to determine if they would in = fact=20 accomplish the mission military and political planners and doctrinaires = envisioned. The JTLS configuration is the only software system that = meets the=20 technological requirements of the Joint Training Program mission. The=20 acquisition is being processed on the basis of Other than Full and Open = Competition, sole source to Roland & Associates Corporation, 500 Sloat = Ave.,=20 Monterey, CA 93940 under the statutory authority of 10 U.S.C. = 2304(c)(1), as=20 implemented by FAR 6.302-1. Roland & Associates Corporation is considered the only responsible = source=20 capable of supporting the JTLS software because they are the developer = of the=20 JTLS and has been the only source that has made continuous functional = and=20 system upgrades since its inception in 1983. This acquisition also = requires the=20 delivery of the source code and any changes to any software modules = that only=20 Roland and Associates can provide. The services are required for a = 12-month=20 base period that is expected to commence on 1 Aug 00.=20 Services shall primarily be performed at the contractor's facilities = and the=20 government facilities located in Suffolk, VA and Fort Monroe, VA.
