Installation Business Office-Contracting, Fort Bragg, North Carolina is
currently seeking potential sources for an OMB Circular A-76 cost
comparison study (multifunction). The intent of the study is to
determine the most efficient and cost effective method of providing the
management and support operations of the information technology
functions for the Information Technology Business Center at Fort Bragg,
NC. This notice does not constitute a commitment by the Government. The
study will determine whether these services should be performed under
a contract with commercial sources or through the federal workforce. A
Government proposal to provide these services is being developed and
a contract may or may not result. The major functional areas included
in the study include: 1) Information Technology Management; 2)
Automated Systems Support and Services; 3) Telecommunications Systems
Support and Services; 4) Visual and Audio Information Services; 5)
General Support and Services; 6) Logistical Supportand Services; and 7)
Records and Publications Services. The requirements include the
following: provide information technology management services in
support of Fort Bragg, Camp Mackall and selected areas on Pope Air
Force Base (PAFB) in accordance with Army Regulation 25-1, Department
of the Army Pamphlet 25-1-1 and Department of Defense Regulation
8000.1. Support US Army Special Operations Command and tenant
operations consistent with Inter/Intra-Service Support Agreements
(ISSA), Memorandums of Understanding, and Memorandums of Agreement to
include sub-installation at Key West, Florida. Support other Army
activities within Fort Bragg Army Regulation 5-9's geographical
designated support area. Information Technology (IT) management shall
consist of, but not be limited to, development of plans, programs,
policies and procedures, review and analysis, respond to mission
readiness, respond to higher headquarters' taskers, fielding of
systems, and provide organization with leadership and direction.
Interface with the installation telecommunications officers (TCOs) and
information management officers (IMOs), records management officers,
publications officers, information security officers (ISOs),
installation safety officer, and higher headquarters. Responsible for
both tactical and operational (short-range) and strategic (long-range)
IT management planning. Planning shall be conducted in accordance with
The Joint Technical Architecture (JTA), The Joint Technical
Architecture-Army (JTA-A), The Army Enterprise Architecture Guidance
Document (AEAGD), The Power Projection Command Control Communications
Computers Infrastructure Systems Master Plan (PPC4ISMP), The Warfighter
Information Network Master Plan (WINMP). Serve as the Command Control
Protect (C2P) point of contact for Fort Bragg units in accordance with
Fort Bragg Regulation 25-19 and manage the C2P program at the
installation level. Provide all IT support and services for automated
systems, telecommunications systems, visual information, logistical
support, records and publications, information systems security
services and all requirements to maintain the infrastructure in support
of Fort Bragg's worldwide contingency mission and installation support
requirements in accordance with Army Regulation 25-1 and Department of
the Army Pamphlet 25-1-1. Provide support and services to all Fort
Bragg (FB) units, Camp Mackall and selected locations on Pope Air Force
Base (PAFB). Provide automated systems support and services to include,
but not limited to installation, maintenance, troubleshooting, testing,
repairing, replacing, cleaning, updating, program, configure, staff and
operate all automated systems including software. Computer hardware and
software diagnostics and repair shall be conducted at the user's
location where possible. Manage assets to include selection, inventory,
cataloging, monitoring, and management of all components of the
automated systems applications support. Provide automated applications
support to all installation personnel as required. Office automation
efforts include but are not limited to super-mini computers,
IBM-compatible microcomputers, local area network (LAN) servers,
mainframe computers, UNIX minicomputers, and peripheral Automated Data
Processing (ADP) equipment. Microcomputers currently run under to
include but not limited to Microsoft operating systems, Disk Operating
System 3.x through 6.22 (DOS), Microsoft Windows 3.x, Windows 95/98,
Windows New Technology (NT) 3.5x through 4.x (or later) and Sun Solaris
operating systems. The majority of all desktop/portable microcomputers
are Microsoft Windows 3.x (or later) operating systems with Microsoft
Office 4.3 (or later). Operate, maintain, and provide
telecommunications support and services to include, but not limited to,
installation telecommunications support, local base communications
support, long-haul leased circuit support, data network circuit and
cable support, and administrative and records processing support. Staff
and operate a 24 hours/7 days a week installation telephone operator
and inside plant telephone switching capability. Install, maintain,
troubleshoot, test, repair, splice, replace, remove, move, and upgrade
copper and fiber optic cable inside and/or outside buildings on Fort
Bragg, Camp Mackall and selected locations on Pope Air Force Base.
Maintain capability to respond to emergency outages, deployments,
national or catastrophic emergencies and severe weather within two
hours of notification. The maintenance and operation of the
requirements includes all associated telephone poles, manholes, outside
terminals, pedestals, splice points, bonding and grounding of
termination points. Provide technically qualified personnel to perform
operation and maintenance of the outside plant from point of
demarcation for the installation. Provide radio and spectrum management
in accordance with the National Telecommunications Information
Administration Army Regulations 25-1 and 5-12 and Standard Frequency
Action Format. Operate and maintain a Patch and Test Facility for
voice/data/video circuitry and network equipment on a 24 hours/7 days
a week basis. Operate and maintain Defense Communication Services,
Defense Information Services Network (DISN), Fort Bragg Metropolitan
Area Network, Fort Bragg Secure Metropolitan Area Network and circuits
to include but not limited to simple voice circuits, data and complex
cryptographic circuits. Staff, schedule, operate and maintain two
Video Teleconference (VTC) rooms with secret/classified capability
during normal duty hours, after duty hours, holidays and weekends.
Provide information security support and services for automated,
telecommunications and visual information systems. Ensure Fort Bragg
units comply with higher headquarters' piracy laws IAW Executive Order
(EO) 13103, HQDA Message SAIS-IM Subject: Computer Software Piracy,
DoD I 8000.1, FORSCOM Memorandum dated 10 Apr 1999, AR 380-19, AR 25-1
and FB Reg 25-19. Monitor compliance with copyright software licenses,
both single user and site licenses, used by installation personnel
through the biennial inspections. Provide and manage the Information
Technology Fee-For-Service (FFS) Program IAW Fort Bragg Regulation
25-1. This program applies to the reimbursement of funds provided from
the government to the Contractor for services and/or equipment
rendered to organizations, military units, and activities located at
Fort Bragg and Camp Mackall and within Fort Bragg Army Regulation 5-9's
regional support area. Ensure the expected system output details all
costs for all telecommunications and automation communication services,
work orders and all long distance usage. Provide a customer service
area, and provide for Web based distribution of billing/invoicing.
Provide and manage forms (DA, DD, OF, SF, FB and other miscellaneous
required forms), and publications. Maintain a publications and forms
warehouse in support of the organizations, military units and
activities located at Fort Bragg and Camp Mackall and within Fort Bragg
AR 5-9's regional support area. This includes, but is not limited to,
Fort Bragg units and agencies staff, tenant units, satellite units and
agencies, reserve and junior/senior ROTC units in NC. Proposal
evaluation will be in accordance with the procedures set forth in OMB
Circular A-76 and Section M of the Request for Proposal. RFP issuance
date will be on or about Dec 00. Any resultant contract is expected to
have a performance period consisting of a base-year and four option
years. The contract type is anticipated to be cost plus award fee. A
complete technical/management proposal for each functional area, past
performance information and cost proposal will be required. The SIC is
4813, Telephone Communications, with a small business size standard of
1,500 employees. This is not a request for proposals and no
solicitation is available at this time. The Government will not pay for
information requested nor will it compensate any respondent for any
cost incurred in developing information provided to the Government.
Market research is currently being conducted to determine market
practices and the vendor base capabilities for this requirement.
