The United States Postal Service (USPS) is seeking potential sources
for the acquisition of Managed Telecommunications Services (MTS).
Prospective suppliers are being sought to review, advise and possibly
provide direct MTS to augment existing programs and infrastructure
initiatives. The USPS has approximately 38,000 retail outlets
throughout the United States providing consumer services, each with
various data and/or voice requirements. Significant administrative
support facilities are established to sustain USPS operations. There
are approximately 400 major facilities currently connected to private
voice (FTS2000) long distance services. All other facilities utilize
Interexchange Carriers (IXC) and dial line services from either local
exchange carriers (LECs) and/or competitive LEC (C-LEC) providers. The
Postal Service owns and operates over 400 Private Branch Exchanges
(PBXs) and approximately 7,000 Electronic Key Telephone Systems (EKTS)
nationwide. Potential suppliers must have the following capabilities
to be considered as a qualified source- 1. Demonstrated ability to
implement a national serviced-based program for local exchange
optimization, management, and cost reduction. This includes, but is not
limited to, capabilities related to help desk establishment, billing
consolidation, validation and payment for services rendered. 2.
Describe your capability to monitor and manage a customer satisfaction
program. For example, identify the manner in which customer
satisfaction is measured and what corrective action steps are taken to
rectify problems, which may be both isolated and widespread. Cite
specific examples for our review and evaluation. 3. Identify your
capability to manage complex and numerous customer premise equipment
(CPE) locations including maintenance, trouble ticket and dispatch
capabilities, alarm monitoring, toll fraud management, personnel
resources and qualifications including training as well as any planned
use of subcontractors. 4. Describe your company's relationship(s) with
incumbent LECs (I-LECs), C-LECs, or IXCs that may support any
deployment effort. Provide information related to a cost reduction
initiative whereas these relationships would benefit the Postal
Service, or where any conflicts may exist relative to moving services
to other suppliers. 5. Furnish data about similar projects currently
engaged where the same or near size and scope as the Postal Service is
currently performed. Supply past performance data about the time
involved in completing a conversion such as the USPS as well as the
steps involved in gathering data, analyzing the breadth of information
and assembling a project plan. 6. Discuss manner in which suppliers
for MTS type offerings are compensated such as per line/port,
commission basis, gain sharing, etc. Describe any method which may be
innovative or which would provide incentive to improve service to
customers, utilize newer technologies, or other quality enticements.
Suppliers should submit a statement of qualifications addressing the
areas above. The Postal Service is interested in understanding other
aspects of MTS for the purpose of possible prequalification either
nationally or regionally. The statement of qualifications shall be no
more than 20 single sided pages. Suppliers shall also include a list of
current customers and customer contact information for USPS referral,
which will be kept confidential. References should be of similar size
and scope as the Postal Service. After review of the information
provided, the U.S. Postal Service, may issue a formal solicitation for
