The General Services Administration, Federal Technology Service, Region 8, Denver and its Client, Department of the Air Force, AFMC Electronic Systems Center (ESC) DET5/NDWCS, Dana Taylor, 1050 E. Stewart Avenue, Peterson AFB, CO 80914-2902, intend to procure on a Sole Source basis from PRC, Inc., 222 North Sepulvda Boulevard, Suite 1310, El Segundo, CA 90245, (310) 252-8004, the following services: Material and Fabrication -- PWB's will be fabricated and assembled in lots of 5 each. This provides necessary resources to allow sacrificial units for use in test and evaluation as well as a risk mitigator should a unit be damaged or destroyed during evaluation. Material estimates are based on similar project assembly costs performed on PARCS. 1st Article Estimated Fabrication for Each Design -- PWB Fabrication, PWB Setup and Tooling NRE, PWB Electrical Test NRE, Component Parts Estimate, Auto Assembly Charge, Auto Assembly Engineering Cost and Auto Assembly NRE. 2nd Spin Fabrication Per Design -- PWB Fabrication, PWB Setup and Tooling NRE, PWB Electrical Test NRE, Component Parts Estimate, Auto Assembly, Auto Assembly Engineering and Auto Assembly NRE. Test Equipment Rental -- High speed Logic Analyzer/Scope combo. Equipment rental costs based on approximately 6-month equipment lease of HP1662A with 2-channel scope. PURPOSE: The U.S. Air Force requires the above items/equipment to be purchased for the Eglin A/D and D/A Converters project task order currently under contract at the CISF at Peterson AFB, Colorado Springs, Colorado. PRC, Inc., is under contract for the effort. The government intends to have PRC, Inc., lease/purchase the equipment as sole source. This material list covers equipment/services essential to accomplish and complete the effort. IMPACT: Without these items/services, GSA project cannot be accomplished for the Air Force. Work will stop, deliverables will not be met, and the entire system will not function or work as a complete system/unit. JUSTIFICATION FOR OTHER THAN FULL AND OPEN COMPETITION: In the effort to complete a working system, it is recommended that PRC, Inc., lease/purchase the list of equipment for the following considerations and reasons: to meet timeframes, milestones, schedules; PRC, Inc., has established relationships with contractors that can supply the equipment; the items/equipment are incidental to the total order; the items are unique in nature; the equipment is needed to complete a successful effort. Concerns having the ability to furnish the above services are requested to give written notification (including the telephone number for a point of contact) to the acquiring office listed in this notice within 15-calendar days from the date of this synopsis. This notification should clearly show their ability to do so without compromising the quality, accuracy and reliability of the requirement. This is not a formal solicitation. However, concerns that respond should furnish detailed data concerning their capabilities and may request a copy of the solicitation when it becomes available.
