"REQUEST FOR TECHNICAL PROPOSAL This is a Request For Technical
Proposals for Solicitation No. F33601-00-B-9002 for MRI Magnet and
Cryogen Services. Instructions for the Technical Proposals are included
in Atch1-InstructionstoBidders.doc in the Documents Library. The
Documents library also contains Atch2-MRISOW.doc which is the Statement
of Work (SOW) and Atch3-Tech Eval Crit.doc which is the Technical
Evaluation Requirements for this effort. ALL RESPONSES ARE DUE NO LATER

PRESOLICITATION NOTICE. This notice announces the intent of Air Force
Medical Center to solicit offerors for a competitive commercial
acquisition for services to restore and keep the Magnetic Resonance
Imaging Magnet (MRI) and Cryogen System in operating condition which
includes preventive maintenance, liquid helium cryogen, scheduled
inspections in Area A of Building 830 Wright-Patterson AFB. IT IS
INTENDED THAT THIS AWARD WILL BE MADE AS A COMMERCIAL ITEM ACQUISITION
AND WILL BE ISSUED ON A STANDARD FORM 1449 WITH ADDENDA. The period of
performance for this acquisition is anticipated to be 01 October 2000
-- 30 September 2001 with four (4) one year Option Periods. This
proposed procurement is a full and open competition under SIC Code
7699, Size Standard $5M. Only companies, including their affiliates,
with average annual receipts of 5,000,000.00 or less during the last
three (3) completed fiscal years are considered small. This award will
be made using the Two-Step Sealed Bidding procedures in accordance
with FAR 14.5. Under Step 1, offerors are to submit a technical
proposal only. Price or cost estimates are NOT included in Step 1. An
Invitation for Bid will be issued under Step 2 to those firms whose
technical proposals have been determined to be acceptable. This
solicitation will be issued electronically. NO HARD COPIES WILL BE
ISSUED FOR ANY REASON. The Request for Technical Proposal (RFTP) and
Performance Work Statement (PWS) will be posted on the ASC Pre-Award
Information Exchange System (PIXS) web site at:
http://www.pixs.wpafb.af.mil. Draft solicitation documents may be
posted for comments prior to solicitation issuance. The solicitation
will be issued approximately 30 May 2000. Once the solicitation has
been posted, it is incumbent upon the interested parties to review this
site frequently for updates to the documents. Users may contact the

been appointed as Ombudsman to hear concerns from offerors or potential
offerors during the proposal development. The purpose of the Ombudsman
is to communicate contractor concerns, issues, disagreements, and
recommendations to the appropriate government personnel. Existence of
an Ombudsman does not diminish the authority of the Program Director or
the Contracting Officer. Accordingly, the Ombudsman does not
participate in the preparation of solicitations, the evaluation of
proposals, or the source selection process; and, therefore, for routine
matters on individual solicitations, contact the contract specialist.

of Defense (DOD) has determined the Central Contractor Registration
(CCR) to be the Single DOD registration for contractors who conduct

solicitations, awards, and payment. DOD contracting officers worldwide
will use CCR to identify sources and financial officers will use it to
