L -- TECHNICAL SUPPORT TO 152ND AIR OPERATIONS GROUP (AOG) SOL 00T0002 DUE 060900 POC Chad Sessler, (315) 454-6133 E-MAIL: click here to contact the contracting specialist via, chad.sessler@nysyra.ang.af.mil. 31 May, 2000 STATEMENT OF WORK FOR TECHNICAL SUPPORT TO 152 Air Operations Group (AOG) 1.0 INTRODUCTION: This statement of work (SOW) defines the requirements for a contractor to provide force level (above unit level) advisory assistance services in an Air Operations Center (AOC) systems training environment. 1.1 LOCATION: General: 152 Air Operations Group situated at the Hancock Army Complex, 510 Stewart Drive West # 502, North Syracuse, New York 13212-3451. Work location may include travel to other military installations to support operational exercises and/or contingency support as required by mission requirements. 2.0. CONTRACTOR RESPONSIBILITIES: 2.1 Contractor will assist unit in building and maintaining theater battle management training to include force-level Contingency Theater Automated Planning System (CTAPS 5.2.3) data base. Contractor will provide system viability and train personnel in operation of this system. 2.1.1 The Contractor will assist with developing and performing Initial Qualification positional Training (IQT) and Mission Qualification positional Training (MQT) for rated personnel in an Air Operations Center (AOC) environment IAW AFI 13-109 and related directives. The contractor will assist unit personnel with developing and carrying out a training plan which will bring all 152 AOG personnel to a Mission Capable (MC) level. The contractor will need to possess a level of knowledge, specifically regarding rated AOC positions that is not currently possessed by unit personnel. 2.1.2 The contractor will assist with formulating realistic training scenarios suitable for training Air Operations Center personnel to a theater certification level. The unit has a need for an individual with sufficient practical expertise in a theater level, contingency/wartime, Air Operations Center environment to assist unit personnel in building realistic training scenarios. The capability to develop realistic training scenarios for certain rated positions in the Air Operations Center is not currently possessed by the unit. 2.1.3 The contractor must possess sufficient knowledge of Theater Battle Management Core Systems (TBMCS) to assist with training Air Operations Center personnel to the Mission Qualification Training (MQT) level IAW AFI 13-109. The Air Force is currently fielding a new system of record, the Theater Battle Management Core System, which will require a significant amount of training for unit personnel to master in a minimum amount of time. The unit does not currently possess the capability to train unit personnel in TBMCS to the Mission Capable level. 2.1.4 The contractor will be available to the unit within a 24- hour period to assist with contingency specific training. In the event of an operational contingency, the unit will be expected to provide trained, mission ready and capable personnel in an extremely short period of time. The contractor will be needed to provide expertise and a stay-at-home capability to assist in training personnel to mission capable status. 3.0 TECHNICAL SKILLS: 3.1 Contractor must have the following technical skills for work supporting this unit: -Contractor will have strong experience in CTAPS (5.2.3) database management and an in-depth knowledge of CTAPS applications and how Air Operations Center personnel can best use the system to apply airpower/weapons system. The AOC is considered a weapons system. -Contractor will have extensive experience as a rated officer in an Air Operations Center with a strong knowledge and expertise with AOC duty positions, including rated positions. -Contractor will have extensive theater battle management experience training personnel at both the IQT and MQT levels. -Contractor will have extensive experience building realistic training scenarios for the AOC environment.
