Agency's Office of Acquisition Management will issue a solicitation to
provide technical support services to EPA Region IX for emergency
response, removal, site assessment, and related technical and
administrative services as defined in the Comprehensive Environmental
Compensation, and Liability Act of 1980 (CERCLA or Superfund) as
amended, the National Oil and Hazardous Substances Pollution
Contingency Plan and other environmental statutes. The contractor will
provide services to support response and site assessment activities
related to the release or threat of release of oil, petroleum products,
hazardous substances, or pollutants and contaminants,that pose an
actual or potential threat to human health or welfare, or to the
environment. The Standard Industrial Classification for this
requirement is 8744 with a size standard of 500 employees. It is the
Government's intent to issue one contract with two pricing
arrangements. The cost reimbursement portion of the contract will have
a five year period of performance and will include a base quantity
level-of-effort of 40,000 hours with options for an additional 100,000
hours. The Fixed Price -- Level of Effort portion of the contract will
have one base year and four one year option periods. The base quantity
in each of the five years of the fixed price portion will be comprised
of the services of twenty (20) full-time dedicated personnel. The
contract will also include fixed price options for up to five (5)
additional dedicated team personnel in each of the five years. Request
for Proposal PR-HQ-00-11400 will be released around June 20, 2000. A
definite due date for proposals will be established at that time. The
purpose of the CBD announcement is to notify potential offerors of
EPA's requirement, generate the source list, and to direct interested
parties to the EPA's "Doing Business with EPA" Internet World Wide Web
site at http://www.epa.gov/oam for further information on this
procurement as it becomes available. Hard copies of the solicitation
and amendments will not be sent to firms with electronic capabilities.
The Request for Proposals (RFP), amendments and other related items
for this procurement will be posted on the EPA Web site and can be
downloaded through the date of contract award, estimated on or around
December 1, 2000. EPA's "Doing Business with EPA" Web site is at the
