interested in receiving quotations on graphic services. This is a
combined synopsis/request for quotation for commercial items prepared
in accordance with the format in FAR Subpart 12.6, as supplemented with
additional information included in this notice. This announcement
constitutes the only solicitation. Quotations are being requested and
a written solicitation will not be issued. This is a simplified
acquisition, 100% small business set aside, issued as request for
quotation (RFQ), number SSA-RFQ-00-0306. Quotations submitted from
other than small businesses will be rejected. All responsible small
business sources may submit a quotation that shall be considered by the
Agency. The standard industrial classification (SIC) code for this
acquisition is 7336. The small business size standard is $5.0 million.
This request for quotation and incorporated provisions and clauses are
those in effect through Acquisition Circular 97-16. Quotations in
response to this RFQ shall be submitted by Monday, June 12, 2000, 3:00
p.m. Eastern Standard Time, addressed to the Social Security
Administration, Office of Acquisition and Grants, Attn: Christine
Nagengast, 1710 Gwynn Oak Avenue, Baltimore, Maryland, 21207, or faxed
to (410) 966-9310. REQUIREMENT: There are three separate line items
for this requirement. Offerors may quote on one, two or all of the line
items. Line item 1: Electronic layout, design and production of a
tabloid called, "Social Security Today." Each page will measure 22" x
17" folded to 11" x 17" folded to 11" x 812" and a final fold to 11" x
414". The tabloid will be six pages in two colors. The contractor will
prepare the electronic mechanical in Quark document on a zip disk with
a directory and comprehensive layout with four printouts. The title
heading and art will be provided by the Social Security Administration
(SSA). The contractor will layout the tabloid every other month, six
times total, following the format established by SSA. The contractor is
given five full working days to complete the tabloid. On the first day
the contractor will meet with the SSA art director. At that time the
SSA art director will furnish all approved copy, including text,
titles, subtitles and captions in Microsoft Word 9 or the latest
version. The contractor will provide SSA with a printout of all text to
size and in position for proofreading. At the time of the meeting on
the first day the SSA art director will provide the contractor with
art/illustrations and photography. The average number of illustrations
will be six, and the average number of photos will be six. All the
illustrations will be scanned in high resolution by the contractor. All
the photos will also be scanned in high resolution and all will require
retouching, including the simple enhancement/contrast to the removal
and replacement of people in the photo. Schedule: Day 1_Contractor
receives the manuscript, illustrations, and photography from the SSA
art director. Day 5_The contractor returns the layout/printouts with
the type and art/photography in position and the second color
identified and in position. Day 7_SSA reviews and makes any
corrections/alterations necessary and returns the layout to the
contractor. Day 9_The contractor returns with corrections/changes made
on Quark-Xpress disk and one directory. Line item 2: Electronic

called "OASIS/The 65th Anniversary". Each page will measure 11" x 8.5".
The magazine will be sixty pages in two colors. The contractor will
prepare the electronic mechanical in Quark document on a Jaz disk with
a directory and a comprehensive layout with color printouts. There
will be one issue/edition of the "OASIS" for the 65th anniversary. The
title/headings, subheads, body copy, photography and art/illustrations
will be provided by the Social Security Administration (SSA). The
contractor will follow the format established by SSA and provide the 60
page art/electronic mechanical ready for printing. There will be 12
illustrations in the OASIS and each illustration will be sized and
positioned by the contractor following the SSA format. The number of
photographs to be used in the issue will be between 120 and 140 and
each photograph will be scanned and retouched, sized and positioned by
the contractor. Retouching ranges from enhancing the contrast,
removing spots/dust/water marks, removing a background, to removing and
replacing a person or persons. All illustrations and photographs will
be scanned in high resolution by the contractor. Schedule: Day
1_Contractor receives the manuscript, illustrations and photography
from the SSA art director. Day 14_The contractor returns the
layout/printouts with the type and art/photography in position and the
second color identified and in position. Day 16_SSA reviews and makes
any corrections/alterations necessary and returns the layout to the
contractor. Day 18_The contractor returns with corrections/changes made
on Quark-Xpress on Jaz disk and one directory and color printout from
disk. The following provisions at FAR 52.212-1, Instruction to Offerors
-- Commercial Items, (tailored) apply to this acquisition: (b)(1) --
(b)(9), (b)(11),(c), (f), (g) and (h). There are no addendums to these
provisions. The provisions at FAR Part 52.212-2, Evaluation --
Commercial Items (tailored) apply to this acquisition: (a) and (c). The
government will award a contract resulting from this request for
quotation to the responsible offer or whose offer conforming to the
quotation will be most advantageous to the Government price and other
factors considered. The following factors shall be used to evaluate
offers: technical capability of the offeror to meet the Government's
requirement as described above (see FAR 52.212-1(a)(4)) and price. A
written notice of award or acceptance of an offer mailed or otherwise
furnished to the successful offeror within the time for acceptance
specified in the offer, shall result in a binding contract without
further action by either party. Before the offer's specified expiration
time, the Government may accept an offer or part of an offer), whether
or not there are negotiations after its receipt, unless a written
notice of withdrawal is received before award. Offerors are advised to
include a completed copy of the provisions FAR Part 52.212-3, Offeror
Representations and Certifications -- Commercial Items, with their
offer. The provisions at FAR Part 52.212-4, Contract Terms and
Conditions -- Commercial Items apply to this acquisition. There are no
