The Railroad Retirement Board (RRB) intends to award a sole source purchase order under Simplified Acquisition procedures for Training Services to Eastman Software, Inc. of Billerica, Massachusetts. The training services shall be provided for a four-day period in June 2000, to ten (10) RRB Imaging and Workflow system developers. The courses shall present the material in Eastman's official course material for the following training courses: (1) Course No. WI102B, Course Name -- Workstation and FormBuilder, duration -- 1 day, includes hand-on workstation training and teaches students to create data entry forms with Eastman's FormBuilder tool and test their forms using the Eastman's FormDemo utility; (2) Course No. WI103A, Course Name -- RouteBuilder, duration -- 1 day, includes description and walkthrough of the basic functions of Eastman's RouteBuilder tool and teaches students to create and test a workflow route using Eastman's RouteBuilder tool; (3) Course No. WI202, Course Name -- Application Building, duration -- 2 days, teaches attendees to (a) formulate Imaging and Workflow application design specifications, build the application to the design specification, and test and resolve deign problems using Eastman's FormBuilder and RouteBuilder tools. The total duration of the three courses shall be for four days to be conducted on Tuesday through Friday of a workweek with the preceeding Monday as a training room set up and validation day. The RRB shall provide the training room environment including the developer workstations, the network server with Windows NT 4.0, network connectivity, and classroom furniture. Eastman Software shall provide each student with a set of official Eastman Software materials for each course. All responsible sources must submit capability statements to the RRB at the above physical or Email address. The capability statement shall include (1) the Eastman certification of their proposed instructor for the required courses, (2) syllabi for the three courses including (a) a course abstract, (b) the course's target audience, (c) the course objectives and topics, (d) prerequisites for course attendance, and (e) planned course duration; (3) estimated pricing for provision of above training services; and (4) earliest date that training could be provided in June 2000. THIS NOTICE OF INTENT IS NOT A SOLICITATION FOR COMPETITIVE PROPOSALS OR QUOTATIONS. The current intended procurement is valued below $25,000. A determination by the Government not to compete this proposed simplified acquisition is solely within the discretion of the Government. Information received in response to this synopsis will normally be considered solely for the purpose of determining whether to conduct a competitive procurement on this or future like requirements for training on Eastman Software Systems.
