The Social Security Administration (SSA) has a requirement to provide technical assistance and training in support of the Benefits Planning, Assistance, and Outreach Program (BPAO). The BPAO Program Benefits Specialists, non-SSA employees, will provide benefits planning and assistance to SSA beneficiaries with disabilities, and conduct outreach to those beneficiaries and others. These contracts will be to develop training materials for, and train and provide technical assistance to BPAO Program Benefits Specialists, so that the latter may provide comprehensive, coordinated benefits planning and assistance to SSA disability beneficiaries, and conduct outreach, thus enabling beneficiaries to make informed choices about work. SSA intends to award one cost reimbursement contract for the development of the training materials for this requirement. The completion date of the training materials contract must be within 60 days of contract award for the technical assistance and training contracts. Multiple fixedprice contracts will be awarded for the technical assistance and training portion. Contractors shall have the ability to conduct training in at least two of SSA's regions. The period of performance shall be one year from the date of award with provisions for the inclusion of four one-year option periods.
