PRE-SOLICITATION NOTICE. Furnish all necessary labor, materials, and
equipment to remove two existing vaulted fuel tanks at the U. S. Coast
Guard Integrated Support Command, Miami Beach, Florida. The work
includes the following: (a) Removing two existing 2,000 gallon vaulted
fuel tanks, (b) Replacing tank mounted fuel dispensers, (c) Providing
two (one diesel and one gasoline) fuel dispensers and above ground
connecting fuel piping, and (d) Providing electrical connections to
tank dispensers, tank fuel pumps and fuel pump control stations. There
is no charge for the bid package. All bid requests must be submitted
in writing. This action is being considered for 100 percent set-aside
for HUBZone small business concerns. Interested HUBZone small business
concerns should indicate their interest to the Contracting Officer, in
writing, as early as possible but to be received not later than 15
calendar days of this notice. As a minimum, the following information
is required: (a) a copy of the certificate issued by the SBA of your
qualifications as a HUBZone concern, (b) a positive statement of your
intention to submit an offer for this solicitation as a prime
contractor, (c) evidence of experience in work similar in type and
scope to include contract numbers, project titles, dollar amounts, and
points of contacts and telephone numbers and (d) provide evidence of
bonding capability to the maximum magnitude of the project, to include
both single and aggregate totals. All of the above must be submitted
in sufficient detail for a decision to be made on availability of
interested HUBZone concerns. Failure to submit all information
requested will result in a contractor not being considered as an
interested HUBZone concern. If adequate interest is not received from
HUBZone concerns by close of business 15 calendar days from the date of
this notice, this solicitation will be issued on an unrestricted basis
without further notice. Therefore, replies are requested from large
and small business concerns, as well as from HUBZone concerns. The
estimated dollar value of this project is between $100,000.00 and
$250,000.00. The applicable Standard Industrial Classification (SIC)
Code is 1629 with a three-year average annual receipts small business
size standard of $17.0 million. Bid guarantee, payment, and performance
bonds are required. It is anticipated that the solicitation package
