capable of converting Type I, 60 hertz (HZ), 440 volts, 3-phase power
as defined in MIL-STD-1399(NAVY) to 400 HZ power. Unit shall be
designed so that each can be paralleled with an identical SFC with an
output of 10KVA. Fuses shall be kept to a minimum consistent with
protection of various components within the SFC. Circuitry shall be of
solid state design. SFC shall use IGBT technology or newer. All
electrical components including relays, switches and wiring shall
conform to and be located in accordance with applicable NEMA, ANSI and
NFPA standards for the intended application. A supply circuit
disconnect device shall be provided and installed on the SFC. Main and
auxillary control circuits shall operate on a circuit of 115 volts or
less derived from isolation transformer(s) integral with the
equipment. All exposed, non-current carrying metal parts on the SFC
shall be maintained at common, zero ground potential. None of the
primary circuits in the equipment shall beconnected to ground. Solid
state design shall be employed throughout for electronic components.
Performance requirements: a) The overall input/output efficiency at
rated load shall be 70%. b) The SFC will provide MIL-STD 1399 (NAVY)
Type I power within the following parameters: OUTPUT power- 120 V AC;
NO OF PHASES- 3; TYPE OF CONNECTION- Delta; CONTINUOUS POWER OUTPUT
RATING -- 5 k VA; OUTPUT FREQUENCY- 400 Hz. The SFC shall operate
satisfactorily under any of the following conditions: a) Ambient
Termperature Range- 0 to 55 degrees C; b) Ambient Humidity Range- 0 to
95% relative humidity. MAXIMUM dimension including required shock
mounts and cable pull boxes: Height- 60"; Width- 24"; Depth 38" (with
max service envelope of 57"). FIRST ARTICLE TESTS to include the
following: a) vibration IAW MIL-STD-167; b) shock IAW MIL-S-901;
c)Electromagnetic interference characteristics IAW MIL-STD-461; d)
Ferrous Magnetic Field Test and Stray Magnetic Field Test; e) 250-hour
life test. Production unit(s) tests to include Operational Test and
Manufacturing Reliability Test. Data Items to be provided are: a) First
Article Test PROCEDURES and REPORTS b) Production Test Procedures and
reports, c) Engineering Drawings and Associated Lists (parts/tools); d)
PTD documentation OR Standard Commercial Manuals if information
contained within meets or exceeds the PTD requirements. It is the
government's intent to purchase 1 ea First Article and a total quantity
of 52 each over a period of 3 to 5 years. Exact quantities per year are
not available at this time but will be stated in the RFP. Inspection at
source, acceptance at destination, FOB Puget Sound Naval Shipyard,
Bremerton WA 98314-5100. This is a 100%_Small Business Set-Aside NOTES:
