plans to issue a Request for Quotation (RFQ) for the delivered price of
720 gallons of Dibrom 14, also known as Naled, delivered in 30 gallon
drums to the Brevard County Mosquito Control District, 800 Perimeter
Road, Titusville, Florida 32780, (321) 264-5032. This procurement is
being conducted under the Simplified Acquisition Procedures (SAP).
NASA/KSC intends to purchase the items from ADAPCO, Inc. 2800 South
Financial Court, Sanford, Florida 32772-8118, (800) 367-0659, which is
believed to be the only supplier of this product in the southeastern
United States. SOLE SOURCE JUSTIFICATION After an industry search was
performed on Dibrom 14, also know as Naled, ADAPCO, Inc. is believed to
be the only supplier of this product within the southeastern United
States. NASA technical representative, Max Farley together with Jim
Hunt, Director of Brevard County Mosquito Control District, performed
extensive market research and found ADAPCO, Inc. to be the only
supplier of Dibrom 14 from the manufacturer, AMVAC Chemical
Corporation, 4100 East Washington Blvd., Los Angeles, California
90023-4406 (323) 264-3910. This chemical must meet Dibrom 14 Material
Safety Data Sheet according to OSHA Hazardous Components (29 CFR
1910.1200). This product is required to control mosquitoes in the
outlying areas of Kennedy Space Center that cannot be serviced by the
Joint Base Operation Service Contract because they do not have ariel
equipment necessary to apply chemicals to surface waters. These
materials are supplied annually by NASA to Brevard County Mosquito
Control District in accordance with the Mosquito Control Agreement
between the Air Force Eastern Test Range, John F. Kennedy Space Center,
Bureau of Sport Fisheries and Wildlife, and Brevard County. Therefore,
this procurement is believed to be a sole source acquistion. The
Government intends to acquire a commercial item using FAR Part 12.
Interested organizations may submit their capabilities and
qualifications to perform the effort in writing to the identified point
of contact not later than 4:30 p.m. local time on June 15, 2000. Such
capabilities/qualifications will be evaluated solely for the purpose of
determining whether or not to conduct this procurement on a competitive
basis. A determination by the Government not to compete this proposed
effort on a full and open competition basis, based upon responses to
this notice is solely within the discretion of the government. Oral
communications are acceptable in response to this notice. This
procurement is a total small business set-aside. See Note 1. The SIC
Code is 2879 and Size Standard is 500 employees. The DPAS Rating for
this procurement is DO-C9. All qualified responsible small business
sources may submit an offer which shall be considered by the agency. An
Ombudsman has been appointed. See NASA Specific Note "B". Any
