Administration intends to award under Simplified Acquisition
Procedures the following services: HCFA requires contractor support to
migrate/integrate the current HCFA Customer Information System (HCIS)
into a Medicare claims data mart. 1) The contractor shall assist in
developing the systems architecture to support Medicare claims data
mart. 2)The contractor shall define data access and user requirements
for the Medicare claims data mart. 3)The contractor shall assist HCFA
in designing and implementing a front-end to the data mart utilizing
data access tools such as Cognos. The contractor shall have experience
designing front-end applications with emphasis on the ability to
design an application that is powerful but user-friendly for HCFA staff
as well as fiscal intemediaries and carriers. The contractor shall be
familar with the Kimball data warehousing methodology, as this is
critical to defining dimensions to support data retrieval. The
contractor must demonstrate an understanding of HCIS data models. The
contractor must have experience with relational design and dimensional
modeling. The contractor shall have extensive working knowledge of the
HCIS application and familiarity with other Medicare reporting and
decision support systems (e.e. APS, Cost Reports, etc.) The contractor
shall have a comprehensive, detailed understanding of the data
requirements that go into building the system as well as the user
requirements for the front-end application that makes data available.
The contractor shall have extensive knowledge of the NCH data elements
as utilized by the HCIS application and familiarity with the NCH data
elements utilized by other Medicare reporting and decision support
systems. The contractor shall have an in-depth understand of the edits
and transformations applied in other Medicare reporting and decision
support systems. This infomation is essential for developing the
systems architecture (maintenance issues concerning data updates). The
contractor shall have experience in modeling Medicare data. The
contractor shall have experience designing software for Medicare
applications. This experience is essential to assess maintenance and
scalability issues. Familarity with the HCFA infrastructure is
required, including the mainframe and mid-tier architecture.
Familiarity with the National Medicare Utilization Database (NMUD)
project is mandatory -- (logical and physical data models,m
architecture, platform size and scope of the system). Both issues
significantly impact the methodology proposed for the data edits and
transformations. All developers and designers of relational data
structures supporting HCFA sponsored applications are required to be
aware of and adhere to HCFA's Data Management standards and procudures.
