NASA/GSFC plans to issue a Request for Offer (RFO) for an Indium
Antimonide (InSb) Near-Infrared (NIR) Focal Plane Assembly (FPA)
technology development and demonstration contract in support of the
Next Generation Space Telescope (NGST) Project. NASA/GSFC intends to
issue this RFO to Raytheon Infrared Center of Excellence (RIRCoE),
located in Goleta, California, on a sole source basis. The
demonstration FPAs are intended to assist the project; primarily in
guiding the detailed definition of instrument concepts and in refining
overall system architecture to meet the core science requirements of
the NGST mission. The resultant contract is anticipated to be a
firm-fixed-price type for delivery of a design, manufacturing plan, and
demonstration module for at least two iterations of FPAs (with complete
hybrid Sensor Chip Assembly), FPAs (with bare multiplexers), and Sensor
Chip Assemblies (packaged in leadless carrier with operating
instructions). Delivery is required within 30 months after the
effective date of the contract. The statutory authority permitting
other than full and open competition is Federal Acquisition Regulation
(FAR) 6.302-1, 10 U.S.C. 2304 (c)(1), Only One Responsible Source.
RIRCoE is the only known supplier of the science grade InSb NIR FPAs
that will potentially meet the NGST requirements. RIRCoE has unique
expertise for complete research, development, fabrication,
characterization, measurement, and evaluation regarding astronomical
applications of InSb detector arrays, multiplexers, and FPAs. RIRCoE's
significant experience with development programs for both astronomy
and scientific instrument applications includes space flight heritage
(e.g., IRAC) and ground-based arrays (e.g., the ALADDIN astronomical
arrays). The Government does not intend to acquire a commercial item
using FAR Part 12. See Note 26. See Note 22. An Ombudsman has been
appointed. See Internet Note "B". Interested firms have 15 days from
the publication of this synopsis to submit in writing to the identified
point of contact, their qualifications/capabilities. Such
qualifications/capabilities will be used solely for the purpose of
determining whether or not to conduct this procurement on a competitive
basis. A determination by the Government to not compete this proposed
effort on a full and open competitive basis, based upon responses to
this notice is solely within the discretion of the Government. All
qualified responsible sources may submit an offer which shall be
