Plagge, plagge.david@epa.gov. The U.S. Environmental Protection Agency,
Office of Water has a requirement for technical assistance and support
services for the Office of Science and Technology (OST), Standards and
Applied Science Division (SASD), Exposure Assessment Branch (EAB). This
Branch has responsibility for the Office of Water's (OW) Total Maximum
Daily Load (TMDL) program under 303(d) of the Clean Water Act of 1987
(CWA). Support is required in the following areas: (1) Support of the
Better Assessment Science Integrating point and Nonpoint Sources
(BASINS) application, including development of models, model
interfaces, data compilation, and GIS technologies; (2)Support for
other OST models to develop interfaces and linkages and using these
models to develop Total Maximum Daily Load (TMDL) calculations; and (3)
Logistical support for workshops and training. As it relates to BASINS
development, support will also be provided in the following task
areas: environmental fate and transport modeling, model interface
development, data compilation, GIS use and application development,
workshops and training, technical support of models. This procurement
will be processed using FAR Part 15 and is set aside for small
businesses. The proposed action will be conducted on a Cost Plus Fixed
Fee, Level of Effort contract and will have a twelve month base period
and four (4) twelve month option periods. The base period and each
option period will consist of approximately 9,500 direct labor hours.
Each contract period will have approximately 9,500 additional direct
labor hours of optional level of effort. Solicitation PR-CI-00-10545
