The Federal Highway Administration (FHWA) intends to negotiate a Purchase Order with ESC, Inc. to develop an Internet interface program for querying the FHWA Deep Load Foundation Load Test Database. This database includes modules for comparing various analysis methods, performing correlations, performing statistical functions, developing LFRD resistance factors, and a number of database query and report functions. Because of the sophistication of this database the contractor must possess in-depth knowledge of this database and must be able to transfer data from disparate data sources into a relational database. The contractor personnel must possess expertise with SYBASE, JAVA, C++ as well as geotechnical engineering concepts and principals. ESC, Inc. is the only source known to FHWA that possesses all of theses unique qualities and is therefore considered the sole source for this requirement.
