Service (MMS) intends to issue one or more
indefinite-quantity/indefinite delivery (ID/IQ) type contracts for the
design, development, implementation, validation, and life-cycle
maintenance of Training Systems for the Pentagon Information Technology
Services Center (PITSC). This acquisition will be a 100% small business
set aside. A minimum of 20% of the awards will be made to vendors
qualified by the SBA in the 8(a) program. All offerors must be able to
qualify under Standard Industrial Classification (SIC) code 7373
(computer integrated systems design), size standard $18 million.
Desirable (but not mandatory) SIC codes for use on other line items
that may be negotiated in addition to the primary services anticipated
include: 7378 (computer maintenance and repair), 7379 (computer
related services, N.E.C.), both have a size standard of $18 million;
8711 (engineering services), size standard $2.5 millionTherefore, MMS
anticipates contracting with one or more qualified organizations with
the ability to provide Training System Design, Prototyping,
Development, Implementation, Validation, and Life-Cycle Maintenance in
response to a task order. A specific Statement of Work will be
developed for each support initiative (SI). In order to compete under
this acquisition, interested parties must demonstrate that they are
qualified to perform the work by providing a Capabilities Statement by
4:00 P.M., Eastern Standard Time, Friday, 30 JUN 2000, in an unbound
original, three (3) bound copies, and an electronic copy, not more than
45 pages in length, to Susan Sutherland, Contracting Officer, United
States Department of the Interior, Minerals Management Service, 381
Elden Street, Mail Stop 2500, Herndon, VA 20170-4817. The Capabilities
Statement should detail: (1) Key personnel who would have primary
responsibility for performing and/or managing the (SI) with their
qualifications and specific experience; (2) The organization's
experience and facilities; and (3) Specific references (including
contract number and project description, period of performance, dollar
amount, technical point of contact with telephone number, and business
point of contact with telephone number) for previous work of this
nature that your key personnel or organization have performed within
the last two years. (REFERENCES WILL BE CHECKED) Capabilities
Statements will be evaluated based upon: (1) Abilities, skills and
experience of key personnel and (2) The organization's experience and
past performance (including number, size, and complexity of similar
projects, adherence to schedules and budgets, effectiveness of program
management, willingness to cooperate when difficulties arise, general
compliance with the terms of the contracts, and acceptability of
