Labor, Office of Job Corps (OJC) is seeking a contractor to continue to
perform applications software support and data center operation. The
Job Corps Data Center (JCDC) is a full service facility and is located
on a government owned facility in San Marcos, Texas. This facility is
contractor operated. The JCDC supports the Job Corps program which is
responsible for academic and vocational training and employment
assistance to America's at risk youth. There are approximately 50,000
students located on 118 Job Corps Centers and 4 satellite locations
nationwide, primarily residential settings. The JCDC maintains
attendance and progress records on all students, performs bi-weekly
payroll processing, separation and incentive pay processing, dependent
support allotment payments processing, and provides national
performance and student outcome reporting. The JCDC provides a wide
variety of customer support services including 12 hours per day, 5 days
per week network and customer supportto respond to hardware,
communications and systems problems. The JCDC performs all payroll
functions including responding to user queries, filing negotiated and
returned checks, general ledger posting and reconciliation and tax
payments and filings. The successful offeror will be required to
establish a separate corporate bank account through which all payroll
disbursements payments will be processed and to obtain a $2,500,000.00
letter of credit with which to service this account. It is estimated
that this effort will require approximately 131,000 person-hours per
year, over a five year period, utilizing several different labor
categories. The resources to be obtained will provide the following
services: (1) Technical Assistance and Customer Support (Payroll,
Network Operations Control and Customer Support, Systems
Administration/Computer Operations, Security Administration, Learning
Technology, Training and Property Management, (2) Software Development
and Maintenance (Software Engineering, Sustaining Engineering,
Configuration Management, Quality Assurance, Technical Writing,
Statistical and Data Analysis) for Applications Development following
an approved System Development Life Cycle process for (a) analyzing,
evaluating, designing, developing, testing and implementing new
microcomputer, client server and Web systems; (b) for modifying and
enhance existing systems and applications to meet new requirements and
technology improvements; (c) providing program maintenance,
modernization and technology improvements and support (e.g., the
database administration must review, develop, and implement i)database
security, ii) implement and review database standards including naming
conventions, iii)documentation standards and maintenance procedures for
backup, recovery, and periodic purges, iv) monitor application and
database performance and take corrective action in the event that
performance degrades to an unacceptable level, v) install and maintain
Database Management Systems software and databases, and vi) createand
maintain scripts, links indexes, triggers and stored procedures); and
(3) Network Engineering Support for Communications Engineering,
Infrastructure Installations, Center Telephone System, Security
Engineering for the JCDC and Job Corps community which includes the 118
Job Corps centers, 4 satellites, Outreach and Admission locations,
Career Development Services locations, Regional Youth locations and the
National Office and other users as identified by the National Office
for LAN/WAN administration, computer/network operations, and
hardware/software assessment. The solicitation will be available on the
