Technical Services to perform Intrinsic Value/Should cost analysis The Fleet and Industrial Supply Center, Norfolk Detachment Philadelphia, PA intends to procure on an unrestricted basis, through full and open competitive negotiations, Technical/professional services for the Fitting Out and Supply Support Assistance Center (FOSSAC), Price Fighters Department, located at the Fleet Industrial Supply Center, Norfolk, Virginia. The required services are to perform Intrinsic value analysis, or "should cost" analysis on Government procured spare parts, repairables, and weapons systems for Dept. of Defense and other Government activities. The procurement will be evaluated on a "best value" basis requiring the submission of cost/price and technical proposals. The technical proposal will be considered more important in the overall evaluation base than the price proposal. It is anticipated that the following labor categories will be required: Program Manager, Sr. Systems Analyst, Jr. Systems Analyst, Engineer, Management Consultant, Auditors/Financial managers, Engineering Technician V, IV, III, II, Supply Technician, Computer Systems Analyst III, General Clerk III, and II. The performance period of the resultant contract will consist of a base period of one (1) year with four (4) one year options. The following is a breakdown of the approximate labor hours required for each year: Base year -- 71,000 hours; Option I -- 78,001 hours, Option II -- 85,700 hours; Option III -- 94,170 hours, Option IV -- 103,487 hours; Totaling 432,358 hours. An Indefinite Delivery, Indefinite Quantity, Cost Plus Fixed Fee (CPFF) contract is anticipated with various additional Contract Line Items to be provided on a fixed priced basis. The fixed priced Clins with estimated (per year) quantities are as follows: Simple Assembly analysis 750 EA.; Average Assembly Analysis 1,000 EA.; Complex Assembly Analysis 500 EA.; Update Analysis 500 EA..
