Education, Office of Intergovernmental and Interagency Affairs(OIIA),
intends to make a sole source award in order to help fund a voluntary
public service advertising campaign. The purpose of this advertising
campaign will be increased public awareness of increasing academic
standards. The contractor will be responsible for encouraging
advertising media to donate time and space, as well as encouraging
advertising agencies to supply creative talent and facilities on a
pro-bono basis. The Department intends to make this award to The
Advertising Council Incorporated, 261 Madison Avenue, New York, NY
