shall clearly demonstrate specialized experience in the design and
construction of large civil works construction, especially concrete

tunnel stabilization, drilling and grouting techniques, and engineering
geology. The firm shall be capable of providing court testimony, if
required, and shall be competent in oral and written communications,
with the ability to develop and render recommendations in a timely
manner. In addition, the firm shall be familiar with the way the U.S.
Army Corps of Engineers conducts its construction business with
standard construction contracts and the contract administrative
procedures which support the construction claims and appeals
procedures; (2) firm shall have a professional staff consisting of, but
not limited to, geotechnical engineers, engineering geologists, and/or
all necessary supervisory and administrative personnel required to
review and analyze plans and specifications. All professional staff who
