COMMERCE BUSINESS DAILY ISSUE OF JUNE 5,2000 PSA#2614C -- SOLE SOURCE PROCUREMENT NOTIFICATION -- A-E SERVICES FOR
GEOTECHNICAL REVIEW OF PLANS AND SPECIFICATIONS AND FOUNDATION DESIGN
REPORT FOR THE PORTUGUES ARCH DAM NEAR PONCE, PUERTO RICO C -- Under
the authority of FAR 6.302-1, the US Army Corps of Engineers intends to
negotiate on a sole source basis to Paul R. Fisher and Wayne E.
McIntosh. Work shall consist of, but not be limited to, bidibility and
constructibility review on advance sets of plans and specifications to
include drilling and grouting; independent technical review on an
advance copy of a foundation design report; evaluating and verifying
the accuracy of design assumptions; providing a written report and
identifying areas of potential high claim exposure; participating in a
review conference; identifying specific areas where assumptions or
misunderstandings may cause increased costs for the Contractor and/or
the Government; furnishing comprehensive report of major potential
problems identified during review of plans and specifications and
design documents; and recommending and/or assembling other data that
may be required. Jacksonville District requires technical advice, in a
timely manner, as the effectiveness of thegrouting is evaluated and
decisions on what future remedial actions may be needed. It would be
very costly to the Government, both financially and technically and
would seriously affect the overall schedule, to develop a new
consultant's knowledge base of the Portugu s Dam site. Interested
concerns shall submit documentation demonstrating the following
qualifications by 19 June 2000: (1) firm shall clearly demonstrate
specialized experience in the design and construction of large civil
works construction, especially concrete dams. The firm shall have broad
geotechnical experience and background, with a strong knowledge of rock
mechanics, rock bolting, blasting, tunnel stabilization, drilling and
grouting techniques, and engineering geology. The firm shall be capable
of providing court testimony, if required, and shall be competent in
oral and written communications, with the ability to develop and render
recommendations in a timely manner. In addition, the firm shall be
familiar with the way the U.S. Army Corps of Engineers conducts its
construction business with standard construction contracts and the
contract administrative procedures which support the construction
claims and appeals procedures; (2) firm shall have a professional staff
consisting of, but not limited to, geotechnical engineers, engineering
geologists, and/or all necessary supervisory and administrative
personnel required to review and analyze plans and specifications. All
professional staff who work on this contract shall be registered
engineers or registered geologists; (3) firm shall have extensive
experience analyzing the complex, highly fractured, metasediment
foundations such as that found at the Portugu s Dam Site; (4) firm
shall have a strong knowledge of construction bidding procedures.
