This procurement is a Firm-Fixed Price/Indefinite Quantity (Requirements) contract. It is the intent of this Request for Proposal (RFP) to obtain Housing Maintenance and Repair Services for approximately 5,940 Bachelor Enlisted and Officers Quarters located at NAS North Island, Naval Station, Anti-Submarine Warfare, and Submarine Base, San Diego, California. Services include Emergency, Routine, Appliance, and Exterior Service Calls, Change of Occupancy Maintenance (COM), and Custodial Services. Total duration of contract is 365 days (base period); however, four (4) one-year options may be exercised at the discretion of the Government in accordance with clause "NAVFAC 5252.217-9301 Option to Extend the Term of the Contract -- Services (JUN 1994)". This RFP is Unrestricted. The Standard Industrial Classification (SIC) Code is 1799. AWARD MAY BE MADE TO A FIRM OTHER THAN THAT SUBMITTING THE LOWEST PRICE. THE GOVERNMENT INTENDS TO AWARD WITHOUT DISCUSSIONS, THEREFORE, OFFERORS INITIAL PROPOSALS SHOULD CONTAIN THE OFFEROR'S BEST TERMS FROM A COST OR PRICE AND TECHNICAL STANDPOINT. Evaluation for award will be based on offerors Written Technical Proposal, Oral Presentation by the Offeror and Price. The Written Technical Proposal shall address Factor 1: PAST PERFORMANCE with Subfactors 1.1: Specific Housing Maintenance Past Performance, 1.2: Small Business Subcontracting Effort Past Performance, and Factor 2:TECHNICAL/MANAGEMENT with Subfactor 2.1: Subcontracting Commitment to Small Business Programs under this contract. The Oral Presentation shall address: Factor 2: TECHNICAL/MANAGEMENT with Subfactors 2.2: Management Plan for Work Accomplishment, and 2.3: Specific Housing Maintenance Experience. Relative Importance of Factor/Subfactors: Subfactors 1.1 and 1.2 are of equal importance. Subfactors 2.1, 2.2 and 2.3 are of equal importance. Subfactors 1.1 and 1.2, combined, are significantly more important than Subfactors 2.1, 2.2 and 2.3, combined; thus, Factor 1 is significantly more important than Factor 2. Factors 1 and 2, combined, are significantly more important than Factor 3; i.e., the non-price factors, combined, are significantly more important than price.
