is a Combined Synopsis/Solicitation for commercial items prepared in
accordance with the format of FAR 12.6, as supplemented with additional
information included in this notice. This announcement constitutes the
ONLY solicitation. QUOTES ARE BEING REQUESTED AND A WRITTEN
SOLICITATION WILL NOT BE ISSUED. This Request for Quotation,
RFQ-TOT-00157, incorporates provisions and clauses in effect through
Federal Acquisition Circular 97-17. The associated SIC is 7011 and the
business size standard is $5.M. OTS will use the test program under
the Simplified Acquisition Procedures to award this contract. The
Office of Thrift Supervision (OTS) regulates and supervises the
nation_s thrift industry to ensure the safety and soundness of thrift
institutions. In the furtherance of its supervisory and regulatory
mission, OTS conducts various conferences for the thrift industry. To
that end, the OTS intends to conduct a two (2) day conference for an
estimated 500-600 attendees in mid to late March or early April 2001.
To accomplish this, the OTS has a need for lodging and meeting space to
accommodate the conference participants, up to 100 of which will be
Federal employees requiring a government rate for lodging. Quotes will
only be accepted from hotels or conference centers large enough to
accommodate all lodging and functions pertaining to the conference. The
conference and lodging must be housed in the same facility. The
Contractor_s facility must be located in the downtown metropolitan area
and within a reasonable proximity (i.e., within 30 minutes) to an
airport that has multiple flights daily by major airlines. The hotel or
conference center and airport must be in one of the following
locations: Dallas, Texas; New Orleans, Louisiana; Washington, DC;
Atlanta, Georgia; Miami, Florida; or Orlando, Florida. The Contractor
must be able to provide lodging for all attendees, on-site meals, a
general session room (theater set-up) to accommodate an estimated
500-600 attendees, three additional breakout rooms (classroom set-up)
to accommodate up to 150 people each, and a reception facility and
separate dining facilities for an estimated 500-600 attendees for the
length of the conference. The hotel or conference center_s facility
shall provide individual sleeping rooms for two nights; an evening
reception that accommodates up to 600 people; two meals per day
(breakfast and lunch); two daily coffee breaks; meeting rooms with
on-site audio/video capability and equipment; and business center
services. The hotel or conference shall have a parking facility. The
hotel or conference center shall provide one (1) complimentary room
night for each 50 paid room nights actually utilized on a cumulative
basis. Complimentary rooms shall be credited to the OTS. OTS will
exercise its right to inspect the facility, so the hotel shall provide
to OTS three (3) complimentary rooms for one night for the on-site
visit. Mandatory Requirements _ a) hotel or conference center must
comply with the Hotel/Motel Fire Safety Act of 1990, 15 U.S. C. 2201
(PL 101-391) and b) must comply with the Americans with Disabilities
Act, 42 U.S.C. Section 12101 et. seq. (ADA). The facility must have one
of the following quality ratings: First class or higher per the
Official Hotel Guide; Three crowns or higher per the OAG Business
Travel Planner; or Three diamonds or higher per AAA. All prices
provided shall be fixed and shall be broken-down to reflect: the price
per room per night; the fees for use of the general session and
breakout rooms; meals; reception; daily coffee breaks; and a/v
equipment and any other applicable charges. Up to 100 rooms must be
priced at the Government_s rate and specified as such. Interested
parties should submit as a part of their quotation _ 1) informational
literature on the hotel or conference center and the services offered;
2) confirmation of its overall quality rating; 3) past performance
information; and 4) price. Evaluation of quotations -- OTS will use the
following factors to evaluate quotations: Technical Capability -hotel
or conference center_s quality rating, its proximity to an airport with
multiple daily flights, and its ability to accommodate the conference
and lodging during the required time frame (availability in mid to late
March is preferable); Past Performance _ How well the hotel or
conference center performed in accommodating conferences of a similar
size, its commitment to customer service based on its reputation for
demonstrating concern for its customers; and Price _ The total price
for the conference. OTS intends to make an award on a best-value basis.
Offerors must also submit with their quotation, in accordance with FAR
52.212-3, a signed Offeror Representations and Certifications _
Commercial Items. This certification can be downloaded from
www.arnet.gov/far at Part 52. Additionally, the following FAR
provisions are applicable: 52.212-1, Instructions to Offerors _
Commercial; 52.212 -2, Evaluation _ Commercial Items; 52.212-4,
Contract Terms and Conditions _ Commercial Items; and 52.212-5,
Contract Terms and Conditions Required to Implement Statutes or
Executive Orders _ Commercial Items. Any amendments to this
solicitation will be posted at www.eps.gov/ under the Department of
Treasury_s heading. Quotations are due at the following address by
