project is located on the east coast of Florida about midway down the
peninsula. The project consists of placing beach fill along 9.3 miles
of shoreline just south of Port Canaveral between the Florida
Department of Environmental Protection (FDEP) monuments R-3 and R-55.
The berm elevation is +10.0 feet MLW with a foreshore slope of 1
vertical to 15 horizontal. Construction of the North Reach includes
placement of approximately 2.8 million cubic yards of sand. This will
be accomplished with a Base Bid and two Options. The BASE BID is the
southernmost 3.6 miles of the project requiring approximately 1.1
million cubic yards. OPTION A includes nourishment of 3.3 miles from
R-3A to R-21A with about 900,000 cubic yards. OPTION B consists of
placing fill on 2.7 miles from R-20 to R-35 with about 800,000 cubic
yards. Two borrow areas are identified for construction of the project.
One source is located between 2 to 3 miles offshore of the tip of Cape
Canaveral. This borrow area is located approximately 6miles
east-northeast from the north limit of the project area. An access
channel is provided for approach to this area that may have to be
dredged. If dredging of the access channel is required, disposal of all
material will be placed in the Ocean Dredged Material Disposal Site
(ODMDS) located 7 to 8 miles south of the access channel. Another
borrow area is located 12,000 feet southeast of the previously noted
borrow source. Either or both borrow sources may be used for this
project. A 9,500-foot by 2,700-foot sand rehandling area is located
approximately 4,000 feet offshore of the project beach between R-28 to
R-39 in approximately 30 feet depth of water. The nearshore disposal
and sand rehandling area may be used from October 1st to April 30th.
There is no restriction on the number or kinds of dredges in operation
on this project. Beach filling will only be allowed from November 1st
to April 30th. Storage of equipment and/or pipe on the beach is not
allowed during May 1st through October 31st. Alternative sand sources
will be considered if they meet the criteria established in the
contract specifications. Any required permits or environmental
documentation needed for use of an alternative sand source shall be the
responsibility of the Contractor. No time extensions shall be granted
to the contract period for use of an alternative sand source. Magnitude
of construction is over $10,000,000.00. Invitation will be issued on or
about June 26, 2000 and open on or about July 25, 2000. Solicitation
