(301)435-0366 This is a combined synopsis/solicitation for commercial
items, prepared in accordance with the format in FAR subpart 12.6, as
supplemented with additional information included in this notice. This
announcement constitutes the only solicitation; proposals are being
requested and a written solicitation will not be issued. The
solicitation number is NHLBI-PS-2000-596, and is issued as on Request
For Quotation (RFQ). The solicitation/contract includes all applicable
provisions and clauses in effect through the Federal Acquisition
Circular 97-17. This requirement is a Small Business set aside. The
Standard Industrial Classification (SIC) code is 3496, Size Standard
500 employees. The National Heart, Lung, and Blood Institute (NHLBI)
intends to purchase custom caging systems that must be interchangeable
with existing caging customized caging systems manufactured by Thoren
Caging Systems, Inc. Thoren Caging Systems, Inc.'s part numbers and
item descriptions are provided for informational purposes only.
DESCRIPTION: (1) Two (2) each, Maxi-Miser Fixed Caging System, Model
Number 9-240-10-24-1-3-5TM, Constructed from Anodized aluminum, with
stainless steels shelves, to House 240 Thoren Small Mouse II Cages;
complete with high heat polycargonate cages, the stainless steel wire
bar cage cover, filter covers with Reemay. The stainless steel Vertical
3 x 5 cardholders, the Udel bottle with stainless Steel cap, and the
HEPA Filter/Blower Modelue to provide HEPA filtered air for both the
supply air and the exhaust air. (Rack Dimension: 28W x 113"L x 92"H);
and (2) One (1) each, Maxi-Miser Fixed, Caging Systemm, Model Number
9-140-10-14-1-3-5TM, Constructed from Anodized aluminum, with stainless
steels shelves, to House 140 Thoren Small Mouse II Cages; complete with
high heat polycargonate cages, the stainless steel wire bar cage cover,
filter covers with Reemay. The stainless steel Vertical 3 x 5
cardholders, the Udel bottle with stainless Steel cap, and the HEPA
Filter/Blower Module to provide HEPA filtered air for both the supply
air and the exhaust air. (Rack Dimension: 16"W 131"L x 93"H). The
caging systems shall be fixed and designed to provide pressurized
individually ventilated (PIV), high-density housing for rodents. The
overall rack dimensions shall not exceed: 28"W x 113"L x 93"H or 16"W
x 131"L x 93"H. The cages must be manufactured from Udel and the cage
dimensions shall not exceed 7.70"W x 12.125"L x 5.875"H, and must offer
67 square inches of floor space for mice. The shelf/air plenums must be
mounted with quick disconnect clamps to facilitate cleaning and must be
sealed to the main air plenum with a gasket. The caging system must
have HEPA filtration for the supply air and the exhaust and must be
capable of operating under positive or negative pressure relative to
the room. Magnehelic gauges must be provided for both the supply air
and the exhaust air, the operating pressure must be constantly
monitored. The unit must inhibit the transmission of airborne diseases
between cages, reduce the amount of energy needed and must achieve the
desired micro-environment for each cage occupant. The unit must be
provided with the PPS ink bottle with the stainless steel cap. The
caging system must be constructed of anodized aluminum with type 304
stainless steel shelves and must be easy to clean, disinfect and
sterilize. Parts containing any inaccessible cavities such as enclosed
metal tubes or ducts are not acceptable. All cages, racks and
components must interchange with existing customized NHLBI Thoren
Caging System, Inc., manufactured racks and caging equipment between
facilities that NHLBI animal housing has in several locations at the
National Institutes of Health. A Site Visit has been scheduled on June
15, 2000 at 10:00 a.m. E.T. at the National Institutes of Health,
Building 3, Room 122, 9000 Rockville Pike, Bethesda Maryland 20892. The
Government's desired delivery and acceptance schedule is less than 240
calendar days from the contract award date. The provisions of FAR
Clause 52.212-1, Instructions to Offerors -- Commercial Items, applies
to this acquisition. The provisions of FAR Clause 52.212-2, Evaluation
-- Commercial Items is applicable to this acquisition. The contractor
must submit descriptive literature of the product quoted and the
itemized price list. The Government intends to evaluate offers and
award a contract without discussions with contractors. Therefore The
initial offer must contain and meet all the Government specifications.
The Government reserves the right to conduct discussions if the
Contracting Officer later determines to be necessary. The Government
may reject any or all offers if such action and waive informalities and
minor irregularities in offers received. The award will be made based
on lowest price, time for delivery of the product, convincing written
warranty that the caging system will be interchangeable with the
existing system and that is acceptable offer meeting the government's
requirements. The contractor must include a completed copy of the
provision of FAR Clause 52-212-3, Offeror Representations and
Certifications Commercial Items with its offer. The Provisions of FAR
Clause 52.212-4, Contract Terms and Conditions Commercial Items,
applies to this acquisition. The FAR Clause 52.212-5, Contract Terms

government with the items specified in this synopsis should submit two
(2) copies of a quotation to the below address. The quotation must
reference "Solicitation number" NHLBI-PS-2000-596. The quotations are
due fifteen (15) calendar days from the publication date of this
synopsis or June 3, 2000 by 3:00 p.m. E. T., whichever is later. All
responsible sources may submit a quotation, which if timely received,
